"On this day in 1900, nearly 37 years after his heroic act, Sgt. Carney would receive the Medal of Honor with not much in the way of recorded fanfare. Nevertheless, his valorous act has been recognized by both the United States Army and historic texts."
It took 37 years to give him his most overdue medal : that speaks volume.

well yes, they probably did not want to give it to him then! LOL!!
remember, the Civil War was all about punishing the south, not freeing enslaved blk people. they simply needed us to help them win their war against the south.
