I'm his big cousin... well, we are only a year apart. He's more like my baby brother than my baby cousin. I just want to say, to the asshole who wants to run his mouth in this terrible time for our family, I hope you receive your one way ticket to hell in the mail sometime this week. It's on the way to you. Seriously, I am struggling to hold myself together.. and I have been since Saturday afternoon. Is it possible that people are so cold hearted that they do not care about anyone but themselves? Yes, apparently it is possible because this is America.

I just want to say that I love you so much Andrew. Words truly can't express how I feel right now, other than I can't wait to be with you again one day- and I know we will be together again. This is not going to compromise our closeness, because when the day comes that we meet again- we will forever be together. Not a second has gone by since Saturday afternoon that you have not been on my mind. From our baby pictures to the pictures we took together when I was up there just 3 weeks ago, I will never forget one thing about you. You died without us ever finding out what nationality you are (ha ha, inside joke). I love you so much baby cuz, and I miss you more than you could ever imagine. I can't believe this happened. Watch over your mom and dad, Nancy, Lauren, Robert, Granny, and the rest of us. You're up there with Papa and Jesse now watching down on all of us. We love you so much.

Again, to the asshole who can't be sympathetic for just a few minutes- my baby cuz would have wanted me to let you know that you are messing with the wrong family!! God led me to this website to let me read the ridiculous comment you left. Andrew would stand up for me, so I am standing up for him. If you can't say anything nice, don't say anything at all. Keep your negative energy to a minimum.

Andrew worked for my dad's company. He always looked over me like a little sister and now he is gone. He is gone because of a mistake that an 80 year old man made. Andrew had not lived his life. He was only 19 years old and should not have been taken away from his loving family and friends. I can truly say that those family and friends have been touched by Andrew. There was just something about him that everyone loved. The last thing you ever said to me was be safe, if anything happens to you i'll have to beat somebody up. Its so ironic how you said that and then a day later you're the one that is gone. And we didn't even get to figure out what you were. But since you thought you were mexican somewhere inside there is a mexican flag in your wreath where you left earth. Andrew I love you and can't wait to see you again.
I'll miss you big brother <3

And to the ignorant GLL you need to think about the family and friends of Andrew that are reading this. Show some respect.

Yes, it IS America and you have the RIGHT, I'll give you THAT, but that is IT!! This is Not about Andrew's clothes or your being cut off in some other location!! This is an Extremely dangerous cross-over / intersection. If you could not say something comforting, you should not have said anything at all! Show some respect to the hurting family, freinds, and this community! Where are your Manners?

How could GLL have written something so cold? You didn't even know Andrew, so let's get it clear, this was a bright, considerate, respectful young man who always had a bright smile on his face and touched many, many dare you make such a rude comment when you didn't even know this young man. Well, he touched my entire family in the short time that we knew him, I have been crying my heart out since we heard the news, today at our company Andrew is missing...and therefore a big part of all of us are missing, even our little puppy Tucker (Andrew's buddy) sat and whined this morning at 8:00 which was Andrews start time. I could not imagine the pain that Andrew's family is feeling, we have not just lost a 19-year old kid, we have lost a truly inspiring person who had so much ahead of him. So GLL, I'm with Andrew's cousin, I hope you get you one way ticket to hell this week, looks like the world could have done without you instead of Andrew. You must have something truly wrong with you to post such a comment. Have a little respect and please, please grow up, you are rude... we are all in so much pain right now, so just know that and I hope that you can live with yourself and sleep at night after posting such a Rude/Cold Hearted comment. But one day like us all you will meet your maker and when you do remember... GOD Doesn't like Ugly. P.S. You made this about you instead of Andrew, therefore we know you are not right!

My heart aches every time I pass by Andrew 's house and I see all his friends mourning for him. ONLY 19!!! I cannot imagine what his family is going through. May God give them courage to survive through this. They are in our prayers!

andrew was my best friend period.

he knew what he was doing and this accident was, as stated, not anywhere near his fault. like most have stated, the driver was a 79 year old HANDICAP driver. And also stated this intersection, if that is what we are going to call it, is the most dangerous spot on any road i have ever seen. i have lived in Ellicott City since birth and have NEVER used the cross over because i know how scared i get to wait or look for cars come 55+ mph your way. The traffic makers and old old man are only to blame here. my heart has been ripped out of my chest and now i am lifeless without my best friend. we all miss him so very much. i cant describe words to tell you all how i feel about this. it shouldnt take 3 deaths at this cross over for the state to realize they have ****ed up this road big time.

and when your are to that age in life you should be tested again for your liscence because everything has changed since you were 16 years old till you are 80. reaction time is off, vision aswell and hearing too. this is just my 2 cents but i want everyone to know that this was not just some guy who died on saturday at 3:04pm. Andrew Perry Noel had the most personality out of anyone i have ever met and the most wits as well.

Saturday morning my brother and I were discussing the danger of this new ramp put in by the county where this accident took place. 3 hours later I drove by and witnessed the aftermath of this particular accident. I feel terrible for the parents of this kid, for he would still be alive if the ramp was designed properly. This ramp on the left forces you to drive across route 29 in-head of oncoming traffic to get to route 70 west, there is a ramp on the right at the same location that takes you to the SAME road and SAME direction on route 70 while you do not have to cross ahead of oncoming traffic.
Impatient and daring drivers have already caused countless accidents and several fatalities due to this terrible design. Why does there need to be 2 exits to get to the same road traveling in the same direction? How many accidents and deaths have to happen before someone in Howard county realizes this design flaw. Shut down this unecessary exit before more people die!!!!!!!!!!

I passed this accident right after it happened and was forced onto 70 west. I think if there is any blame to be placed, it should be on the county for creating an unnecessary cross-over. It's terrible that the old man made such a fatal mistake but it could've been anyone. Perhaps a tired 30 year old after a long day at work. The bike was nothing but shattered pieces of metal and plastic, so he had to be going very fast. Regardless, if there was no cross-over he would still be with us. As for the SUV, had he hit a Civic, the result would have been the same.
From everything I've read it sounds like Andrew was a great man. Although I never knew him, I can't help but think about him and his family. I am very very sorry for your loss.
Any doubt I had about closing the cross-over is gone. It should be closed today. It's just a shame its at the cost of a man who will be haunted by this in the golden years of his life and by the loss of someone just starting his.
But I can't help but wonder. Is saving 3 extra seconds by avoiding the off ramp or ending rush hour 5 minutes earlier really worth keeping that cross-over. Nope.

i've met this man's father a few times and he always spoke highly his son. he was very proud of him. i am deeply sadden for the entire family.

Andrew and myself recently became good friends and spent time on vacation in Bethany Beach. He was one of the most kind-hearted individuals I have ever had a chance to meet. Not only that but also one of the most down to Earth people as well. With high hopes and talents for the future; this young life was lost for what reason? I fully blame motorcycles PERIOD. Or should I say "death traps". But, more importantly than his death was ...his life! My condolesnces go out to his family and friends. "When your looking down on us Andrew, remember we will always be looking up to YOU! We will love and miss you til we meet again. R.I.P Andrew P. Noel.

I hate that crossover on 29, people are always crossing right in front of the southbound traffic. Happens to me every day. This is very sad.

My condolence to the family of such a nice young man. We knew Andrew through my grandson from this past year where he attended West Virginia University. Andrew came out to watch the hockey games on the team my grandson played on. We enjoyed his company and humor during our weekend trips to the University.
