Why is it necessary to provide cooling assistance to low income homes with children? I grew up with no air conditioning period. None in the house and none in the car. We were uncomfortable but we survived with no ill effects. These homes getting aid should be thoroughly investigated as to non essential spending. Cell phones, cable tv, designer clothing, expensive vehicles etc before any aid is given they should be made to sell or cancel all non essential items.

All aid should be directed to the sick and elderly and not healthly people.

You stupid bunch of racists - the article clearly states the program is to help old people. Others have to formally apply. Quit trying to bring black sterotypes into this.

Heat kills - just last week a old man in downtown died because wasn't provided with A/C.

Dominion's socialist energy program soaks the hard working ratepayer to pay for air conditioning for the shirkers. You can bet the the money for this program does not come out of the profits of the company or the bonus of the CEO. This is income redistribution at its best. WHo are they kidding? I was born in the early 40's and went through my childhood with no airconditioning. It can be done. Suck it up.

Well someone needs to provide a/c for the people who can't afford it. It can either be Dominion Power or the government, I don't care really just as long as they get thier a/c.

So Dominion Power is looking to increase our rates by 18% so they can maintain a profit, yet they're just giving money away? Something doesn't seem right about this! Maybe they should take the money they're handing out and put that back into the "big fund" so that they don't have to increase our rates. I grew up without A/C for the better part of the 70's and 80's. It can be done. If people want AC then they can go out and get another job and earn the money like the rest of us!

As a side note, call me mean but if the people aren't productive members of society, then I think they should just suck it up and suffer. You know what today's problem is? The fact that we give handouts to slackers. A hundred to two years ago they would've made it or died. Natural selection, baby! The whole world is going down the tubes because we keep enabling slackers and allowing them to breed more slackers.

I totally agree. This should only go to the sick, elderly, etc.... not some family that cant pay there A/C bill because they have to pay for their hair, nails, cable, cell phone, etc.

I need assistance and I work everyday,two jobs just to have a "decent" place to live for my children.But of course they will not help be because I will be "over the income" for help. The system is all messed up. I would rather assist someone who I know is trying before I give a dime to someone who isn't!

I am trying too but I do not expect anyone else to help with my electric bill. I simply cut back and only run the A/C as I can afford to.

There just going up on our rates to pay for there gas in those large trucks because look how they are charging you. My bill
Distribution service $27.27
Electricity Supply Svc-non fuel $44.14
Electricity Supply Svc- fuel $22.12
different taxes $13.00

my bill is a total $106.18
So just to get it is $62.39 in fact more than the electricity than I use,that's really pathetic. They never charged a non fuel charge before. I have read and read and it still doesn't make sense to me at all. We can bring all these people from foreign countries and all these illegals and give them free health care, pay for their children to be born in the US, and give them welfare, but can't help out our fellow Americans, that are US citizens. That's Bull!

you needs to contac in touch wit the state. if yo has 5 chillins you shoulnt have to pay no erectrical bill. i don know nobody what pay no eletracle bill an they don pay no cable or nothin to

Well I can say that i work 45 hours a week. I go to school part time. I have 2 kids. My electric bill in my crappy apartment runs about $150 to $230!

I'm not sure what this nonfuel charge is, but it's 3x as mush as the fuel charge! What gives?
What is it exactly?

It's hard becaue every time I get some money saved I have to drop it to the electric company! I have to pay $438 this month!

It's frustrating because my apartment is less than 700 sqare feet, I do not have a dishwasher or washing machine or dryer.

I don't understand how come it averages close to $200 a month. I know people in nice houses who have all the anemities and don't pay that much.

I've called the electric company to see if they can check my meter or see if something could be wrong. They just replied it's working fine.

One lady just hung up on me. I was in tears over my electric bill and tried to explain that there is no way that I could have used over 1800 kwh when last month I only used 899. I hadn't done anything different.

What's worse is last summer both kids went to their dad's for the summer. The 2 months they were gone, i was here alone, gone all day because of work/school and my electric bill was as high as $230. I don't get it.

did i mention I don't get energy assistance, btw. I'm just saying that I can see especially in the cheaper apartments why some one might need help, like if you've just had a baby, or a had surgery or something...

This is the most ridiculous thing I've ever heard of! They not only charge you a Distribution Svc Fee : 48.69 but, they charge you an Electricity Svc - Fuel Fee: 104.76!!!! This month...
I have a household of 6..and am looking at my monthly bill of 407.53!! It's absurd! I normally average a high bill...of which doesn't exceed $250. This is crazy..how can anyone live?
You try your level best to stay away from government assistance only to ultimately be backed up against a wall because of utilities...? And what's more...DSS doesn't do an itemized account on your utilities and they determine what they'll help you with based on your "gross income"...There is NO justice! And then, they want to accuse you of not doing "enough" to maintain your family...pfft...unbelievable!
