Actually pretty simple rules to follow in each of our lives if you believe in treating others the way we want to be treated yourself. It is not just a government issue. When you look in the mirror each morning, what kind of person do you see? What are YOU doing to help those in need each day? It is not just the other the responsibility of the other guy. It is the responsibility of us all.
So do something today and every day to help those in need. I try, why not you?
Sorry, but I worship Republican Jesus:

1. Keep it all for yourself and your family.
2. Poverty is a moral failing - and helping them is just enabling.
3. Exploit mother nature - it was put there by God for you to use!
4. "Thou Shalt not Kill" has numerous exceptions.
5. Property rights are the primary right of man given by God. Worship property rights.
6. Other people don't matter.

I don't think finances are the reason many elderly people go hungry. Your taste buds go away with age and you don't want to eat that much. The stomach becomes more sensitive and eating makes it flare up. Some elderly people are physically unable to prepare food for themselves. Some of them have lost their mental faculties and forget to eat. Elderly people can't always get out to the grocery store and are suspicious of good Samaritans coming into their homes to offer them food.

and does your name imply you aren't one of these seniors yet? Finances is much of the reason the elderly go hungry. While some of what you say about the biology of aging is true, 60% of seniors live off less than $1,000 a month. If they rent at market rate, pay insurance premiums, have expensive copays for prescriptions, etc...it's easy to see why they can't afford to buy groceries. If they aren't disabled they don't qualify for free programs like meals on wheels...

Giving a helping hand to the hungry would be a good start,if you know your neighbor is hungry-take him/her something to eat.
