If the only place her employment history was disclosed was on her resume, this is private data under the MN Data Privacy act and the City of Richfield and any hiring employees who disclosed it could be in for serious serious trouble. This may not be what happened in this case, but the city has a very tough case if she has even one person who will testify that one of the hiring officials, be them a supervisor, coworker, or HR Rep, disclosed her past employment to them.

Don't jump to conclusions here, as TLL points out if the only way her background could have been known is through her application, well then that means someone in HR spilled the beans and violated her rights under the Data Privacy Act leading to serious workplace issues not caused by her. If however, she told co-workers herself then the resulting harassment was caused at least in part by herself....
