That oil reserve is called a reserve because it's NOT used.

If there's ever serious trouble we'll wish we had more, so I wouldn't hurry to use it up.

How about Newt's plan of action.

1. Use up the oil reserve.
2. Drill in the Rockies. They now have new technology where all they have to do is drill and use steam to extract the oil right out of the ground.

Good News.. Oil is near 100 Dollars a barrel now. Bad news is it's still 4 bucks for regular in California. That's aces (thumbs up)

oil even at $150 a bbl is still cheaper than a lot of things especially since we cannot live without it at this time.

Blocked by Bush they can not override him.
