California has over 33,000 sex offenders it cannot account for and in addition, California is going to have to release almost 60,000 inmates due to prison over crowding and now they want to use junk figures and twisted statistics to create a new law that will cause more prison over crowding?

Yeah, ok.

They are aware of an unregistered sex offender in Lake County and indicated to me that he "slipped through the cracks." He's back out of prison and running loose in Clearlake Oaks or near there. His sex offenses are against males. Parole does nothing but keep letting him run free.
PS~ He's manipulative, violent, and a second-strike felon who's had more than his share of chances. Last conviction = kidnapping. Isn't it a felony to be an unregistered sex offender?

It depends on what "they" mean by "slipped through the cracks", whoever "they" are. Your post is cryptic at best. Regardless, if authorities have said that this person has "slipped through the cracks" that may signify that the person was not convicted of an offense that requires registration on a sex offender registy. At least, that's what my take is on the information you posted.
