Study Shows Indiana Leads Manufacturing Recovery

Reflecting a "key period" in the post-recession transition, the sixth annual Manufacturing and Logistics Report Card shows Indiana outpacing the nation in the industries' rebound. Issued by Ball State University's Center for Business and Economic Research (CBER) and the state's advanced manufacturing and logistics initiative Conexus Indiana, the report's author says only six states are "recovering," and Indiana is leading the charge.

"This study argues for an unusually strong recovery period. Most of the country's manufacturing has not rebounded effectively," says Michael Hicks, report author and CBER director. "Indiana's post-recession recovery is third best in the country behind only Alaska and North Dakota. Those states are so small relative to Indiana's manufacturing, I think it could be said, of the real manufacturing states, Indiana is recovering most rapidly."

Hicks says the 2013 report reflects the state's continuing dominance in manufacturing and logistics; Indiana received an "A" in manufacturing industry health for the fifth consecutive year, and logistics industry health has improved from a "B-" in 2009 to earning its third consecutive "A" this year.

Indiana also received an "A" in tax climate and in global reach, which measures the export of goods. Additionally, the Hoosier state leads the country with the highest share of manufacturing employment per capita.

Indiana earned an average "C+" score in productivity and innovation; Hicks notes although the struggling national economy would suggest stalling productivity, manufacturers are making more goods with the same number of people and level of capital investment. Listen

"The really good news is, throughout the Midwest, Indiana is leading that productivity level and growth," says Hicks. "We rank 16th nationwide, but we're doing a very good job amongst more comparable states in the Midwest." Listen

Consistent with previous report cards, Hicks says human capital remains the biggest concern for Indiana, dropping slightly from a "C-" in 2012 to a "D" this year. Hicks describes the dip as "an unusual artifact" from the recession.

"We leaped from 25th in 2007 to 1st in 2008 and 2009 in the number of students enrolled in associate degree programs," says Hicks. "That was a huge surge in the number of Hoosiers going to technical and community colleges, which caused our graduation rates to drop by 3.8 percent [because students didn't complete the programs], and that was enough to cause our rankings to drop temporarily. I would argue in the long run, this is going to be very good news, because it means potentially another 30,000 or 40,000 associate degree holders in the state once that surge is fully accounted for." Despite the human capital concern—which Hicks describes as a "generational problem"—he believes, overall, Indiana is positioned to remain a manufacturing and logistics leader with the low cost of capital, improving benefit cost and a strong fiscal system, "so manufacturers don't have to worry about what's happening in the future with tax rates."

"If what we're observing in overall productivity growth in Indiana is not just a transitive fad, but something that's more permanent, it would argue that Indiana is going to continue to be a very strong place to attract manufacturing," says Hicks. "This [report] paints a pretty rosy picture of manufacturing. I would fall short of calling this a manufacturing renaissance in-the-making, but it certainly is a far stronger period for manufacturing than we've seen in a very long time in Indiana."

Sounds like 80% of all the "local owned" places around here.
Sad part is when they fail its always the employees drove it in to the ground never anything they have done (all the lie'n cheat'n and steal'n didn't do it, nope)

Any company that's "doing well" should be able to pay for their own expansion. If they can't then they're not doing so well, are they? When is Indiana going to catch on to these creeps that demand govt. agencies to finance their businesses for them?

They have the money to expand, however they need the county to sell the land for the expansion. If the county chooses not to, autocar relocates.

Business leaders and manager in this area are a joke. They don't give damn about Richmond and it employees. This Area or Wayne county is dying fast and will be a ghost town / Poverty town.

We are 92nd or last place in Medium Income quoted in the paper. Pathetic.

all we talk about is how bad is here a broken record over and over over. No good news or good jobs ever here. Kiss Wayne County bye bye.

This area is soooo Depressing. Wasn't for Walmart In Richmond. This town would really be dead. So many people are leaving Indiana it is not funny.
