The City Council Baldwin Park is considering withdrawing from the San Gabriel Valley Council of Governments in response to a scathing audit of the regional organization by Caltrans.

The council is expected to air their concerns about the Caltrans audit during a council meeting Wednesday. Baldwin Park's council meeting begins at 7 p.m. Wednesday at City Hall, 14403 East Pacific Ave.

The audit alleges COG mismanaged a transportation grant and that COG's executive director Nick Conway has a conflict of interest as the organization's head administrator. Sounds crooked to me and other's that have seen this group of 'good-old-boys' at work stuffing money into thier pockets first.

Caltrans' 19-page audit alleges COG and Conway mismanaged a $250,000 grant used for the Gold Line between 2006 and 2008.

A complaint regarding the organization is also under review by the Los Angeles County District Attorney's Public Integrity Division.

COG is a joint powers authority with 31 cities, three county supervisors and three water agencies as members. Its mission is to address issues that affect the entire San Gabriel Valley and give the region a greater voice in federal, state and county government.

Is this the same Nick Conway who's father lives in Glendora, Califonria?

Board members with the San Gabriel Valley Council of Governments met behind closed doors for more than two hours on Thursday to discuss a scathing Caltrans audit of the organization's management of a quarter-million dollar Gold Line grant.

The audit remains confidential until COG responds to Caltrans. The COG attorney, Richard Jones, would be the only one to speak on the matter, but he could be included in any criminal charges also..

The 19-page audit alleges the COG and its executive director Nick Conway mismanaged a $245,130 Gold Line grant.

The City Council Baldwin Park is considering withdrawing from the San Gabriel Valley Council of Governments.

Actually it was Council member Pechecko who wanted to distance Baldwin Park from these crooks.

Baldwin Park council woman Monica Garcia was 45 minutes late for the meeting and she didn’t get a chance to speak on the matter. She was in favor of sticking with the crooks.

If brains were dynamite Monica Garcia wouldn’t have enough to blow her nose.

Council member Monica Garcia has been questioned about her attendance record at these meetings, infact she defended her record at the last Baldwin Park city council meeting.

She assured the memberr as being at all the meetings, this latest (screw up) dealing with a very important matter has shown she is not up to the standards of being a good city council member at all!

The 'COG' member's knew all to well what was going on with CONWAY and his 'illegal' activites, one hand wash's another, crooked member's to the bone!

The San Gabriel Valley Council of Governments (GOG)need to look in to creating a new contracts administrator position (knee jerk) reaction to a scathing Caltrans audit. These Bums were caught red handed.

Criminal charges should be brought against Nike Conway, in order to clean up the mess they allowed to take place, on their watch!

Caltrans' 19-page audit alleges the COG and its executive director Nick Conway mismanaged a $250,000 grant for the Gold Line between 2006 and 2008.

The audit also outlined Caltrans' belief that Conway has a conflict of interest because COG contracts with his company, Arroyo Associates, to work as COG's paid staff.

Caltrans is seeking repayment of the grant money. A complaint regarding the organization is also under review by the Los Angeles County District Attorney's Public Integrity Division.

Glendora Councilman Gene Murabito said during the meeting the employee's relationship with Arroyo is a significant issue to be resolved. Gene Murabito has serious charges also pending against him and Douglas Tessitor,'Senior citizens abuse.'

After taking a long hard look at the SGV COG, it is apparent that they are another useless, tax payers money wasting Org. where illegal activities are carried out.

Conway has done a lot of great things for the COG and has accomplished a lot of great things. THIS IS ANOTHER COVER UP IN ACTION. They need to be disbanded for the sake of everyones picket book.

THESE CROOKS KNEW ALL TO WELL WHAT THEY WERE DOING WAS ILLEGAL IN THE FIRST PLACE, THEY WHERE NOT NOW COMERS TO THIS PROCESS OF GOVERNMENT FINANCE.

Gil Aguirre, an open government advocate who has filed a lawsuit against the COG on a separate matter, said the 2008 settlement was approved in closed session, was not properly identified and was not recorded in meeting minutes. Agenda documents for the meeting surrounding the settlement reflect Aguirre's claims.

The COG board took great pains to keep this settlement in the dark and outside the view of the taxpaying public. They simply approved a check disbursement which falsely describes the payment as a `reimbursement' with no mention of any settlement and no supporting documentation being provided for public viewing.

One has to wonder, was the board simply incompetent or did they intentionally want to keep the public in the dark on this matter.

Some COG officials said they feel the settlement was a misuse of public funds.

It might be said that the SGVCOG is nothing but a R.I.C.O. GANG.

It appears it's time for greedy, crooked local politicans to let loose of this evil lobbyist orginization, NOW.

It is with full discontent to learn about the 2008 secret payment of $72,000 from the San Gabriel Valley Council of Governments (SGVCOG) to its executive director, Nick Conway.

It sure is a stealthy way for an organization to keep things in the dark by operating in the dark at taxpayers' expense.

If an orginization thinks it can operate under a shroud of secrecy in trench coats, it serves no public purpose, but unfortunately it doubts the public's trust of our local elected officials.

The time has come for SGVCOG to close shop and end their ambigious waste of public resourses.

Just looking at Conways photo in connection to this article, makes a honest person's skin crawl. Something like looking at Douglas Tessitor of Glendora, California. Crooks of a feather look together.

Caltrans is asking the San Gabriel Valley Council of Governments to repay it $89,262 for a 2006 Gold Line grant.

It's common place for crooks like Nick Conway and Douglas Tessitor to have "special laws" passed inorder for them to escape prison sentances.

A complaint regarding the conflict of interest issue is also under review by the Los Angeles County District Attorney's Public Integrity Division, but (steve cooly is a good ole boy friend of Nicks) the agency has not decided if it will investigate.

"It is best at the end of the day to give them back the money," Conway said. "There is no evidence of malfeasance, no waste, fraud or abuse.

In addition to addressing the conflict of interest issue, the audit makes recommendations to the COG to better its management and financial operation systems.

This just highlights why California is in such a poor economic condition, because of these "fat Cat Republican's" and their unethical ways!

There is NO doubt about it, the SGVCOG is nothingmore than a 'country club' lobbying firm that is sapping tax payers dollars for a social club of law breakers.

This illegal group should be disbanded at once or face further criminal complaints and or actions in court.

The San Gabriel Valley Council of Governments met for the first time in more than a month on September 15, 2011 - Thursday, but did not discuss a recently finalized audit of the organization by Caltrans during open session.

Instead, the board met for about an hour in closed session to discuss the Caltrans audit that asks for the organization to repay $89,262 of a 2006 $245,130 Gold Line grant. Crooked dealings in these 'closed door' secret meeting amount to criminals (mob) gathering to divide up their empires.

The board also discussed a pending lawsuit from San Dimas man Gil Aguirre who claims the COG violated the California Public Records act by not releasing a preliminary copy of the audit. OLD Douglas Tessitor has a specail hate for Gil Aquirre since he filed and won a lawsuit against the city of Glendora, California.

Board members declined to answer questions due to the closed session meeting. This was the first full COG board meeting since July, 2011.

The COG also adopted an emergency resolution to oppose a bill that would make counties responsible for low level, non-violent criminals rather than the state. In fact the only criminals that need to be watched are the SGVCOG member's themselves.

It's high time that the 'secret Org.' calling it's self SGVCOG be broken down and thrown away!

It was created illegally in the first place, it uses tax payers money with out their consent, it's a secret society club house mentality! What they have done amounts to STEALING and those people are very good at STEALING.

Disband before your all taken back to court and made to stand trial for your crimes against the tax payers!

The formation of the SGVCOG was a trick local politicans and business, hatched inorder to conduct meetings in backrooms and over dinner all the while letting the cities tax payer foot the bill for their illegal activites!

"The liability now goes to the taxpayers, as is sadly so often the case. Millions of SGV tax dollars have poured into Arroyo and Associates only to leave the SGVCOG as the only high-risk agency in the region with a perceived conflict of interest.

Now is the time for leadership and not cronyism on the part of the SGVCOG governing board. Failure to act will destroy this agency."

Do the tax payers of SGVCOG a favor and close your illegal politican action group calling it's self SGVCOG, other wise you all could be on the hook in court defending your illegal activites, most the reps attending these meetings have a bad reputation already from the city they hail from.
