Doesn't surprise me. These wood supported balconies have their limits. I've heard too many stories about these wood balconies failing. Where are the inspectors who approve them and for how many people and how much weight? Where are the mandatory maximum weight limit signs that are required for boats, elevators and the number of people that are allowed in a restaurant or other buildings? Why aren't balconies subject to the same safety requirements?
