Who Choices order in Parade?

I'm curious as to who choices what order everyone goes in the parade? I Think they should put Crazy Jerry Layne behind the horses at the very end.

it's not first come first serve ,they are told where to line up, and for your info, Jerry Layne wasn't in the parade this year.
