Report: Lack of sufficient water to fight Groton fire not human error
A report on a recent fire has determined that a lack of sufficient water resources was due to a combination of factors beyond the control of the Fire Department and not human error.

I think the Chief should take some heat on this one. Let's have a report and then ask for more "employees". How about doing your job Joe.
