Why don't they just appoint the town engineer to be the project manager and be done with it?

Town officials did not realize this requirement and selected Gale, Dore & Whittier before hiring a project manager."
Yes, we are really on top of things, aren't we? Someone did not do his/her homework and now the project faces another delay. No wonder so few deveopers are interested in bidding for it with nincompoops in charge of the town! It's a bad omen.

Why didn't the chosen developer see the "red flag" when applying with the others? Wouldn't any of them have known that having a project manager was the first step? Between them and the town officers no one seems to be qualified or professional.

What are the town engineer's qualifications and responsibilities anyway? I suppose your idea has merit because he would "know" the town better than an outsider but then could he be objective and not be influenced by local opinion? Could he handle the pressure of disagreeing with his town employers?
