Thoughts about building contractor oweing money went bankrupt.

I don't know what to think.
My contractor/building supervisor owes me money from a lawsuit he lost. I know he owes others around town from lost lawsuits. I just received notice that he has filed for chapter 7 Bankruptcy.
A year plus after judgement, he has failed to pay me anything. He's avoided letters and judges instructions to pay and to supply documents so ordered. Now he files bankruptcy.
How does someone with a conscience just walk away from money he knows he owes. I don't get it.
Anyone have any opinions about the Pepperell resident who walks away from such a debt to another Pepperell resident.
