Her perplexity will be reduced soon as Master Bobb and Joe are formally charged.

The rule of thumb is that the first person to come forward gets the best break. Joe came to the police first and admitted taking part in the killing. The prosecutor might be inclined to cut him a better deal in return for testimony against Bobb. However, there is some indication that Joe is a bit slow and unstable. When Joe's attorney maps out a plan with the prosecutor, the whole crew of two will be behind bars with bonds in the stratosphere.

And it is exactly this type of game playing by the police, prosecutors, and/or criminal justice system that makes them seem very untrustworthy, in my opinion. If someone comes forward and confesses responsibility for a crime (however partial it may be), that person should not go free regardless of whether or not it fits in the grand scheme of convicting someone else.

The prosecutor sees their job as putting "an ass in every seat." To a great extent, they don't care if the person is guilty or the most guilty. If they can charge it and make it stick, forget all other evidence and bring it. Any form of confession makes the task easier than going after everybody. Everything is pled down to move the cases. They want Master Bobb for murder one. He apparently did a great job of hiding forensic evidence.

What I think is funny is that you can withdraw a plea and they have to just about forget that you confessed to a crime and prove it with other evidence. If this Joe did that, both parties might walk away.

In criminology, this is referred to as the "criminal's dilemma."
If both parties keep quiet, both may walk. If one party give it up, both do time. So the prosecutor isolates the parties and lies to each one about the other having said the other guy did the crime. This is not illegal either. Of course, Detroit/Wayne county have been involved in more direct physical interrogation.
