With all those vacant houses in Detroit, how come there is homeless people?

Homes need maintenance. HOmes need utilities turned on. The homeless don't have the resources or in most cases the inclination to maintain a home even with help if the home were provided free. Homes are spread out. The homeless want to move around in areas where the homes are not. Should cab rides be provided. Also, those homes are owned by somebody. They can't simply be given away or used by strangers. In some cases, the owners can't even be determined, found or contacted. If you provide a home, you are liable for injury. The reasons continue. A better solution is a group home approach or shelters where homeless can come and go and establish themselves if they would like to develop further. Services can more efficiently be administered at a shelter. The fact is, Detroit has not been doing this. They did not open the warming shelter until February last year and the money was provided by the federal government. In short, the homeless suffer too from the poor management that pervades Detroit.
