A person with bipolar still knows right and wrong. He broke into vehicles, being bipolar doesn't excuse his crime. Also, if he failed to take his medication, that's his problem.

No, the man who jumped over the bridge make this world a horrible place to live. He broke into cars and then decided to jump off a bridge and now taxpayers are funding the search for this loonie.
