Prescriptions for psychiatric drugs increased 50 percent with children in the US, and 73 percent among adults, from 1996 to 2006, according to a study in the May/June 2009 issue of the journal Health Affairs. Another study in the same issue of Health Affairs found spending for mental health care grew more than 30 percent over the same ten-year period, with almost all of the increase due to psychiatric drug costs.

When I first began writing prescriptions for children 22 years ago, it was unusual for a child to be taking powerful psychiatric drugs. Today it's common. How did we get here?

Dr. Joseph Biederman is part of the answer. He's an important guy. His title is "chief of pediatric psychopharmacology" at Massachusetts General Hospital, the main teaching hospital for Harvard Medical School. Pediatricians and family doctors look to him, and doctors like him, for guidance about what they should do with problem kids. For the past two decades, Biederman has pushed the use of medications for treating ADHD and bipolar disorder. Over the past two decades, the use of medications for treating those disorders has soared.

Sen. Charles Grassley (R-Iowa), recognizing how much influence Biederman has in promoting these medications for children, wondered whether the doctor might be taking money from drug companies. When first asked, Biederman admitted to taking perhaps "a couple hundred thousand dollars" from pharmaceutical companies. When he was asked to take another look, it turned out that Biederman and a colleague had accepted more than $1.6 million from the drug companies. And they hadn't told anybody.

Or consider the case of Dr. Fred Goodwin. After stepping down as director of the National Institute for Mental Health, Goodwin moved on to serve as the host of the NPR program "The Infinite Mind." Goodwin didn't think he needed to tell anybody that the drug companies were paying him $1.3 million, even as he reassured listeners on his program about the safety of powerful psychiatric medications for children. Last month, after his connections to the drug industry came to light, NPR canceled his program.

Without a test for chemical imbalance the mental health (psychiatry) is limited in the ancillary tests of medicine like an EKG, EEG, blood work or other tests in the diagnoses of a patient. They aren't needed in Psychiatry.

The psychiatric diagnosis is made on the basis of behavior and hearsay.

If we respect metabolic changes based on daily dietary habits, weight gain / loss , terms of the survival of the organisms as a person age along with physical conditioning, physical illness, electrolyte level, gender differences , body temperature, I don't see where the Mental Health and Counseling Industry could conform to any consistency in data with consideration to the above to state a person has a mental disease or illness based on chemical imbalance.

APA lies to the American Public and puts the society in danger

There is no test for chemical imbalance, No medical model and no evident based medicine in psychiatry. The fraud has been going on for more then 30 years since H W Bush was CEO, Eli Lilly and before his VP under the Reagan Presidency when the essential Amino Acid "Tryptophan" was limited in the food chain and Prozac entered the market place. Lots of people compromised under the fraud of mental health services with made to order mental illnesses.

This is a long-winded way of admitting that not even a scrap of evidence supports the idea that depression results from a "chemical imbalance." Yet patients are told every day - by their doctors, by the media, and by drug company advertising - that it is a proven scientific fact that depression has a known biochemical origin. It follows directly that millions of Americans are being lied to by their doctors; and people surely can't give informed consent for drug treatment when what they're being "informed" by is a fraud.... To sum up: there is no evidence whatsoever to support the view that "mental illness" is biochemical in origin; in other words, things like "Unipolar Disorder" and "Attention Deficit Disorder" simply do not exist."

An Alaska mental health advocacy group that has spent years battling the pharmaceutical industry over medication is suing more than a dozen Alaska child psychiatrists, saying the doctors unnecessarily drugged children and committed Medicaid fraud.

The lawsuit, filed months ago in U.S. District Court in Alaska but only unsealed last month, is by the Law Project for Psychiatric Rights, led by Anchorage attorney Jim Gottstein. The organization filed as a whistleblower on behalf of the United States against the Alaska doctors and other defendants, including health service agencies, pharmacies, and state officials.

The case accused the defendants of following the drug companies' marketing to the point of deliberate ignorance or reckless disregard for the health of their patients when it comes to prescribing medications to kids. The suit says the drugs are especially overprescribed to youths from low-income families and that state officials are complacent in the alleged abuse.

300.7 Child with a disability.

(a) General.

(1) As used in this part, the term child with a disability means a child evaluated in accordance with §§300.530-300.536 as having mental retardation, a hearing impairment including deafness, a speech or language impairment, a visual impairment including blindness, serious emotional disturbance (hereafter referred to as emotional disturbance), an orthopedic impairment, autism, traumatic brain injury, an other health impairment, a specific learning disability, deaf-blindness, or multiple disabilities, and who, by reason thereof, needs special education and related services.
(i) The term means a condition exhibiting one or more of the following characteristics over a long period of time and to a marked degree that adversely affects a child's educational performance:
(A) An inability to learn that cannot be explained by intellectual, sensory, or health factors.
(B) An inability to build or maintain satisfactory interpersonal relationships with peers and teachers.
(C) Inappropriate types of behavior or feelings under normal circumstances.
(D) A general pervasive mood of unhappiness or depression.
(E) A tendency to develop physical symptoms or fears associated with personal or school problems.
(ii) The term includes schizophrenia. The term does not apply to children who are socially maladjusted, unless it is determined that they have an emotional disturbance.
9) Other health impairment means having limited strength, vitality or alertness, including a heightened alertness to environmental stimuli, that results in limited alertness with respect to the educational environment, that-
(i) Is due to chronic or acute health problems such as asthma, attention deficit disorder or attention deficit hyperactivity disorder, diabetes, epilepsy, a heart condition, hemophilia, lead poisoning, leukemia, nephritis, rheumatic fever, and sickle cell anemia; and
(ii) Adversely affects a child's educational performance
§300.24 Related services.
(a) General. As used in this part, the term related services means transportation and such developmental, corrective, and other supportive services as are required to assist a child with a disability.
(9) Psychological services includes-
(i) Administering psychological and educational tests, and other assessment procedures;
(ii) Interpreting assessment results;
(iii) Obtaining, integrating, and interpreting information about child behavior and conditions relating to learning;
(iv) Consulting with other staff members in planning school programs to meet the special needs of children as indicated by psychological tests, interviews, and behavioral evaluations;
(v) Planning and managing a program of psychological services, including psychological counseling for children and parents; and
(vi) Assisting in developing positive behavioral intervention strategies.

§300.26 Special education.

(a) General.
(1) As used in this part, the term special education means specially designed instruction, at no cost to the parents, to meet the unique needs of a child with a disability, including-
(i) Instruction conducted in the classroom, in the home, in hospitals and institutions, and in other settings; and
(ii) Instruction in physical education.
(2) The term includes each of the following, if it meets the requirements of paragraph (a)(1) of this section:
(i) Speech-language pathology services, or any other related service, if the service is considered special education rather than a related service under State standards;
(ii) Travel training; and
(iii) Vocational education.
(3) Specially-designed instruction means adapting, as appropriate to the needs of an eligible child under this part, the content, methodology, or delivery of instruction-
(i) To address the unique needs of the child that result from the child's disability; and
(ii) To ensure access of the child to the general curriculum, so that he or she can meet the educational standards within the jurisdiction of the public agency that apply to all children.

State Eligibility—General

§300.110 Condition of assistance.
(a) A State is eligible for assistance under Part B of the Act for a fiscal year if the State demonstrates to the satisfaction of the Secretary that the State has in effect policies and procedures to ensure that it meets the conditions in §§300.121-300.156.

State Eligibility—Specific Conditions

§300.121 Free appropriate public education (FAPE).
(a) General. Each State must have on file with the Secretary information that shows that, subject to §300.122, the State has in effect a policy that ensures that all children with disabilities aged 3 through 21 residing in the State have the right to FAPE, including children with disabilities who have been suspended or expelled from school.

§300.154 Maintenance of State financial support.

(a) General. The State must have on file with the Secretary information to demonstrate, on either a total or per-capita basis, that the State will not reduce the amount of State financial support for special education and related services for children with disabilities, or otherwise made available because of the excess costs of educating those children, below the amount of that support for the preceding fiscal year.
(b) Reduction of funds for failure to maintain support. The Secretary reduces the allocation of funds under section 611 of the Act for any fiscal year following the fiscal year in which the State fails to comply with the requirement of paragraph

NaturalNews) Elderly dementia patients are being subjected to "scandalous abuse" by being drugged with dangerous antipsychotic drugs, according to a letter by ten influential health organizations, published in The Daily Telegraph.

"[One hundred thousand] people with dementia in care homes are being inappropriately prescribed a damaging chemical cosh of antipsychotic drugs and new research suggests that there is a significant problem in hospitals too," the letter reads. "Antipsychotics should only ever be a last resort. This over prescription is abuse and it must stop.... We cannot stand by while this scandalous abuse of vulnerable citizens continues."

Although antipsychotic drugs are intended for people with medical conditions such as schizophrenia and bipolar disorder and are not approved for the treatment of dementia, studies show that nursing homes and hospitals regularly prescribe them to these patients as sedatives, in order to make them easier for doctors and nurses to handle.

Research has shown, however, that antipsychotic drugs can double a patient's risk of death if used for three years. Another study found that dementia patients are three times more likely to suffer a stroke if given antipsychotic drugs.

A 2008 report by British Minister of Parliament Paul Burstow concluded that 23,500 dementia patients are being killed every year by inappropriate prescription of antipsychotics in nursing homes. However, a recent survey by the Alzheimer's Society marks the first time that researchers have looked into the prevalence of the problem in hospitals.

The trust found that three-quarters of nurses surveyed said they had seen antipsychotics used to sedate dementia patients, while one-quarter said they had seen the drugs used inappropriately.

"The massive over prescription of antipsychotics to people with dementia is an abuse of human rights, causing serious side effects and increasing risk of death," said Neil Hunt of the Alzheimer's Society. "The government must take action to ensure that these drugs are only ever used as a last resort."

"While the Department of Health prevaricates, thousands of people are being put at risk through the misuse of antipsychotics," said Rebecca Wood of the Alzheimer's Research Trust.

Drugging kids and school violence


Believe it or not, there are now over 5 million school kids in America on psychotropic drugs, most of which are prescribed and administered by the schools themselves. That's the report we get from Kelly O'Meara, writing in Insight magazine on June 28. In addition, according to Teacher Magazine of December 1996, there are four million kids on Ritalin alone, one of the most powerful of the drugs now being given routinely to children in American schools.

What is most disturbing, however, is the growing awareness that the increased violence among school children may have more to do with the drugs than with the guns they use to carry out their violence. Yet, neither the president nor the Congress have addressed this aspect of the problem. Instead of going after the manufacturers of guns, why don't they go after the manufacturers of the drugs that are more than likely causing violent behavior among children?

We know, for example, that Eric Harris, 18, who, with his friend Dylan Klebold, murdered his fellow students at Columbine, had been taking Luvox, one of the new antidepressant drugs approved in 1997 by the Food and Drug Administration for treatment of obsessive-compulsive disorder, or OCD, among children under 18.

We also know that T. J. Solomon, 15, who shot and wounded six classmates at Heritage High School in Conyers, Ga., on May 20 was on Ritalin for depression. Shawn Cooper, 15, who fired two shotgun rounds, narrowly missing students and teachers at his high school in Notus, Idaho, was also on Ritalin, for bipolar disorder.
Kip Kinkel, 15, was on Ritalin and Prozac. He murdered his parents and then went on to school where he fired on students in the cafeteria, killing two and wounding 22. Also, we know that Mitchell Johnson, the 13-year-old student at Westside Middle School in Jonesboro, Ark., who mowed down several children and a teacher with his friend Andrew Golden, 11, was on some sort of medication since he was being treated by a psychiatrist.
It is not easy getting medical information about these killers, finding out what drugs they've been taking. In fact, it is virtually impossible to find out what long-range effects Ritalin has had on the millions of children who were taking it over a period of years. Ritalin has been with us since 1955, when the FDA first approved it. It is now used most commonly to treat a disorder known as ADD (Attention Deficit Disorder) or ADHD (Attention Deficit Hyperactive Disorder).

U.S. judges admit to jailing children for money

"Your statement that I have disgraced my judgeship is true," Ciavarella wrote in a letter to the court. "My actions have destroyed everything I worked to accomplish and I have only myself to blame."

Conahan, who along with Ciavarella faces up to seven years in prison, did not make any comment on the case.

When someone is sent to a detention center, the company running the facility receives money from the county government to defray the cost of incarceration. So as more children were sentenced to the detention center, PA Childcare and Western PA Childcare received more money from the government, prosecutors said.

Teenagers who came before Ciavarella in juvenile court often were sentenced to detention centers for minor offenses that would typically have been classified as misdemeanors, according to the Juvenile Law Center, a Philadelphia nonprofit group.

One 17-year-old boy was sentenced to three months' detention for being in the company of another minor caught shoplifting.

Others were given similar sentences for "simple assault" resulting from a schoolyard scuffle that would normally draw a warning, a spokeswoman for the Juvenile Law Center said.

The Constitution guarantees the right to legal representation in U.S. courts. But many of the juveniles appeared before Ciavarella without an attorney because they were told by the probation service that their minor offenses didn't require one.

Marsha Levick, chief counsel for the Juvenile Law Center, estimated that of approximately 5,000 juveniles who came before Ciavarella from 2003 and 2006, between 1,000 and 2,000 received excessively harsh detention sentences. She said the center will sue the judges, PA Childcare and Western PA Childcare for financial compensation for their victims.

"That judges would allow their greed to trump the rights of defendants is just obscene," Levick said.

The judges attempted to hide their income from the scheme by creating false records and routing payments through intermediaries, prosecutors said.

The Pennsylvania Supreme Court removed Ciavarella and Conahan from their duties after federal prosecutors filed charges on January 26. The court has also appointed a judge to review all the cases involved. ...

How the drugging of America started was in the 1950 with the CIA backed MKULTRA and Bluebird operation. It later led to the Hippie generation with Timothy Leary ( a research assistance) Eli Lilly that was promoting Get high, drop out mentality using LSD.(Look up MKULTRA) Timothy Leary.

Preston Bush was a major supported as well as his son H W Bush who headed Eli Lilly in the 1950 to 1974 period of time.

H W Bush later became VP of the Reagan presidency and then his own presidency. H W Bush was also the operational officer for the CIA too. George Bush, his son, as president, continued passing legislation (first as governor of Texas (TMAP) and then as president of the USA) to support the drugging of America.(Teen Screen is one example)

The Republicans certainly have dirty hands.

What it all all boils down to is a planned coup d'etat. The mental health industry was essential in the planning and controlling of America. The licensing of psychologist today is part of the planned coup d'etat.

Under the Reagan / Bush presidency the government began the first stage of the planned coup by increasing funding for the social services that incorporated the mental health industry. The public school was attacked by the mental health industry. Bogus diseases began in the drugging of children for ADD / ADHD while the FDA passed regulation on the Amino Acid Tryptophan that would limit Tryptophan in the market place. The limiting of Tryptophan would have children and adults bouncing off the wall so to speak.

The mind drugs contaminated the court with crime committed that a person normally would not have committed. Psychotherapy (false memory) became common place to destruct family authority. The mental health committed probably the perfect crime by using others to violate the established laws.

The military (Vietnam Era) became victimized by the mental health industry offering permanent disability for PDSD on discharging service men. The same as it does today wioth the exception that the armed forces allow the drugging of the GI. A tempting offer during times of low employment.

It should be noted that Preston Bush besides financing the Nazi Regime in Germany (1940's) was also involved in a failed USA coup d'etat in 1933.

Tryptophan is an essential amino acid that is necessary for the production of vitamin B3 (niacin). It is used by the brain to produce serotonin, a necessary neurotransmitter that transfers nerve impulses from one cell to another and is responsible for normal sleep. Consequently, tryptophan helps to combat depression and insomnia and to stabilize moods. It helps to control hyperactivity in children, alleviates stress, is good for the heart, aids in weight control by reducing appetite, and enhances the release of growth hormone. It is good
for migraine headaches, and may reduce some of the effects of nicotine. A sufficient amount of vitamin B6 (pyridoxine) is necessary for the formation of tryptophan, which, in turn, is required for the formation of serotonin. A lack of tryptophan and magnesium may contribute to coronary artery spasms.
The best dietary sources of tryptophan include brown rice, cottage cheese, meat, peanuts, and soy protein.
This amino acid is not available in supplement form in the United States. In November of 1989, the U.S. Centers for Disease Control (CDC) reported evidence linking L-tryptophan supplements to a blood disorder called eosinophilia-myalgia syndrome (EMS). Several hundred cases of this illness-which is characterized b~ an elevated white blood cell count and can also cause such symptoms as fatigue, muscular pain, respiratory ailments, edema, and rash-were reported, and at least one death was attributed to the outbreak. After the CDC established an association between the blood disorder and products containing L~tryptophan in New Mexico, the U.S. Food and Drug Administration first warned consumers to stop taking L-tryptophan supplements, then recalled all products in which L-tryptophan was the sole or a major component. Subsequent research showed that it was contaminants in the supplements, not the tryptophan, that was probably responsible for the problem, but tryptophan supplements are still banned from the market in the United States.
