I think it's ridiculous to try to push ANYTHING that's directly smoked as "official medicine". Even if it was accepted in the past it will NEVER fly on the Federal level in "this day and age".
"Medical" marijuana should only be 'officially' sanctioned in (1) oral form, or if instant and more controllable effects are necessary, then (2)'vaping' or vaporizing ... a crude comparison for the uninitiated being smoked cigarettes versus 'electronic' ones.
Therefore, rolling papers, ordinary pipes, and EVEN (water filtered) hookahs and bongs can NEVER be considered 'medical apparatus'.
In crude, unprocessed "bud" form it should be legalized, controlled, and (somewhat heavily) taxed like alcohol and tobacco. Of course true medical patients should not have to pay the "sin" or "luxury" taxes that non-med adults would be required to do, and the tax monies would go toward public health care so that even the 'recreational' users would be aiding the sick in this manner.
But to push 'ordinary smoked pot' as medicine - again - will never be accepted in modern, AMA-controlled America and I think that it is a counterproductive waste of time to even try to push it. I'd much rather just accept this fact and work around it with the aforementioned idea instead.

You dont have to smoke it. it can be vaped or extracted and digested thru cooked foods, smoking is a thing of the past, very primitive like your knowledge of the subject.

You didn't read my post carefully: I said as MEDICINE it should "officially" be prescribed in either oral or vaporized form only.
However, if legalized and taxed as a "luxury" or "sin vice" for the NON-ill folks this simply wouldn't apply since consenting adults should have at least some right to engage in less-than-ideally safe behavior. If I didn't believe this I would not only advocate banning tobacco, but alcohol too!
Of course nothing would prevent medical patients from rolling doobs instead of using their vaporizers, but still, and just the same their doctors would have the 'moral' obligation to recommend vaporizers exclusively.
This ethic may sound hypocritical, but it really isn't if - AGAIN - you realize that medical ethics and the concept of a free America must be kept in balance with each other.
