Here is the actual ballot language. This clearly shows that State debt is prohibited however local debt is allowed with prior voter approval. This is simply a clarification of existing Constitutional law. The politicians have forgotten how to read our most sacred document so therefore we must remind them.

"Local districts, enterprises, authorities, and other political entities may borrow money or other items of
value only after November voter approval."

"The state and all its enterprises, authorities, and other state political entities shall not borrow, directly or
indirectly, money or other items of value for any reason or period of time."

I see nothing wrong with repealing referendum C. We gave the government that huge tax increase, and they ended up getting more money from Ref C than was initially projected. What happened to that money? Oh yeah, the liberals exploded their spending and grew the government and pissed every dime of it away. I'll have to do more research, but it appears on the surface that I will be supporting these initiatives and propositions.
