cable and high speed internet denied

How can this be? A resident blocks cable company from telephone pole work wants cable company to give cable access for life and extensive tree work to boot! Does he have the right to deny the remaining residents on the street the ability to have equal cable and high speed internet access?

Inquiring minds want to know!
