No. When you let known drug dealers run drug court, it defeats the purpose - doesn't it?? Find out what percentage of drug court attendees over the past 4 years are actually clean now versus how many are in jail, and you'll have your answer.

That's my thoughts exactly. Why can't the powers that be read these numbers. The three strikes and your out thing only works with "reported" strikes. There are a lot of unrecorded strikes.

I run the Greenup Drug Court and I just want to offer, to those who made comments, that I am offended that anyone would think that I or, Judge Robert Conley, are drug dealers. If anyone would really like the truth about drug court, please contact me at my office and I will be happy to discuss in detail our excellent percentage of success and would also share the amount of money we save the tax payers every day. It costs almost 1/5 for drug court per participant vs what it costs to incarcerate an individual. As a taxpayer, what I want is success at 1/5 the cost anytime and that is what Drug court Offers. while in Drug court they get their GED or more education, are drug tested 3-4 times a week by the best drug tests available (stop by and I'll show you the tests), pay child support, pay restitution, pay court fines and fees, and get treatment. This can't happen if you are in jail. The only people who could complain about this type of program, with our reputation of being one of the best in the state, must have a family member who couldn't do the program or they do not understand the program.

Ms. Ilhardt, I don't believe you or Judge Conley are drug dealers. I don't have a family member who couldn't do the program, in fact I have been lucky enough not to have family members in drug court at all. If the program worked like it is suppose to it would be fine. But EVERYONE has to work together to make drug court work, not just you and Judge Conley. Law enforcment needs to be on your side and the other judges need to be on you side. I know that not everyone is playing on the same team. I mention two names, Nathan Arnn and Kevin Riley. Yes, both failed drug court but both had way more then 3 strikes before they were booted. A call placed to the correct number and indiscretions were forgiven, even before they got to jail. These indiscretions were never counted as a strike. These two druggies couldn't keep their mouths shut and people listened.

Im a drug court grad .Drug court does work if you want it to .Drug court saved my life and im thankful for julie llhart and judge coney and eveyone else.. Im still doing my n/a meetings as well as doing other things for the drug court. If I can do this program anyone can. People who dont know what drug court can do for a person then you shouldnt coment on it. Once again I want to thak the people of drug court that saved my life...

first of all i would like to thank Judge Conley, julie illhart and Archie Maynard for helping me work the program the right way. i am in phase 3 and almost into aftercare and couldn't have done this without there help. it has been the hardest thing i've ever had too do but this program actually saved my life. just be thankful there are people out there that want you to get help and help you. The N/A meetings. the iop's and the one on ones that we have with Archie julie and Andy. i just can't begin to describe how caring these people are about my well being. So Drug Court does work!

I'm glad it has worked for you and Archie. But how many have been in drug court that have failed? I wish Ms.Ilhardt would publish the numbers. How many people have been in drug court? How many have finished? How many, after 5 years are still clean? Do you keep these statistics? I bet not.

I am in the Greenup County Drug Court program. I am getting ready to phase up to phase 3. If not for this program I would probably be dead now or God only knows what would have happened to me. The Drug Court program works for those who want help and are committed to staying clean for themselves and their loved ones. You have to want to stay clean to stay clean. Julie Ilhardt and Judge Conley have helped so many people who were willing to be helped. So a very special thanks to Julie and Judge Conley and Archie and Chet. They make a difference in my life every day! So please know what you are speaking of before you open your mouth. It is the individual not the program.

It costs $51 per day to put someone in jail. It costs $11.34 per day to put someone in Drug Court. The recidivism rate for regular probation is 67%, but only 20% for Drug Court over a two year period.The person on the topix has brought up the two exceptions of people that fall into the 20% that don't make it. The Greenup/ Lewis County Drug Court has been around since 2002--The facts and figures are available from the state anytime--but you will have to give your name. However, I agree with this person who says it is important for everyone to work together--thus the critics need to get the facts correct--have NO idea what that person means about a phone call to the right place--it is simply not true.

I have read some of these comments, and I most definetly disagree. My boyfriend is in greenup drug court, and I have seen the struggles of not only him, but many others, people think it's a joke, these people are ignorant!!!!
People who fail,are people who wouldn't stay away from their drugged out friends or family, and mostly just people who took drug court to stay out of jail, and have every intention of using again as soon as their out. this is a recipe for failure!!!!!!! Those ones who want the sober life, the ones who relize they have a problem, and can't do it theirselves, these r the ones that prosper!!!! these are the achievers. people don't relize that this is a Disease, their not criminals, the disease cause the criminal behavior. if we can knock down the disease the crime will go withit!!! have u ever really seen someone go thru bad withdraw, its horrible, they just want the pain to go away!!! most addict will tell u, that they hate using they wish they could stop!!! they wish they never started!! drug court has helped so many!!! my baby has had a long hard road thru the program, and so have lots of others. I think u should stop looking at the ones that let u down and celebrate the ones that have accomplished the wonderful gift of a drug free life! " A CHANCE....A CHANGE" Do u know what this means, do u think about!!! they gave my baby A CHANCE, and what a CHANGE he has made, and lots of others. before u judge, u need to know the facts, if u have never been to a meeting, or dont know anything about drug court,other than word of mouth than u really have no business making comments!!!! a fool speaks with his mouth, a wiseman speaks with his mind!!!! WHAT ARE U SAYING ABOUT URSELF!!!!!!!!!!

what people do after drug court is not their problem, all they can hope for is that they remember what they were taught, and that they continue with meetings on their own u can't hold their hand forever they gotta be able to want to do it on their own. u should be more concerned with the ones that have finished, and the ones that haven't more than likely its becuase they didn't do what they needed to do, it's no ones fault but their own. if they help one person, well than that's great, one less addict. what they choose to do with their life after their out is in their hands.

I completed and graduated Drug Court as well. The drug court is for one reason, and that is to get a dead beet ass drug addict off there ass and learn a new way of life. This process is not easy for an addict at all. It takes work and effort, its not handed to you at all. I honestly think that some of these sober people out here need drug court and the structure just to teach them what life is about in general and may learn some valuable lessons in the process and learn about the disease of addiction and you just may not judge anymore.
This program taught me so many things about me and how I am. I am so ever thankful for Julie,Andy,Judge Nichols,Judge Conley and the remaining staff that is the backbone of the drug court. I have a new life today because of these generous people who so unselfishly gave there time and efforts for me and thousands of others at one time and still do today. I was very intimidated of the program at first. I came in with a open mind and willing to learn a new way of life at there assistance. The very first day I was approached by Andy and he welcomed me as well as Julie and everyone else. I will never forget it. Thats what it is all about, the care they provided me as well as the others.
It kills me to see someone even start a thread asking about everyones opinion about drug court with your own opinion already formed. It shows you just wanted to get something started. If you are so concerned as you say about everyone getting involved. Why do you get on here to ridicule the program that its number one concern is to help addicts to transition back to normal life? Why dont you get off your butt and get out to do something positive for these addicts yourself if you can do any better. Who are you to say the program doesnt work anyway. The last I checked, Julie and Andy and the Judges work for the state...Not you, I dont believe they have to answer your questions with numbers to provide facts to you. You asked a question, "Do you think the program works?" You have been answered by several graduates who are living the life that is expected by many. I LOVE GREENUP COUNTY DRUG COURT AND STAFF!!! Thanks to all as well as the ones on here who have commented....

I couldnt leave on that note just yet. I wanted to mention what I have done since I have been out of drug court and to show this program does in fact work.
I teach addicts in a county jail currently. I teach recovery dynamics within the jail with numerous inmates. I have had 8 inmates complete my program successfully. Their has been 4 of those released from jail and still are currently as of today still clean and sober. The other four are currently incarcerated waiting release. There has been a couple who have been granted parole because of their participation in the program. What it boils down to is, there needs to be more involvement with the communities around to fight this disease. It starts with drug education and drug education. It start inside the schools and getting churches involved and fight back. I hear so many people sit back and say this and say that about this growing problem.
With this disease, granted there is a high failure rate that comes with it. If you have 1 person out of 10 who makes it and lives clean and sober and the others fall back in there active addiction, doesnt give people the right to just give up on the others who may want it. Thats the problem with society today, people give up on anything if there is failure involved. That should mean the person should strive for better results next time. This disease is very complex and there is no cure for it. The remedy is recovery based only. Its proven facts. I see that people expect when someone goes to rehab they are suppose to be healed. That is not how this works at all. The addict has to have the desire 100% to succeed from that point on. There are to many addicts out there who say they want help when there ass is on fire. When the pressure is released so to speak they go back to there old ways expecting different results. It doesnt happen. I will coming to Greenup here before long to start a program similar to the one in Boyd County. If you want to help here is your chance as well as many others out there. Sit back and watch and see just how many people are interested in helping with this continuing problem. People scream about people needing to do something about it.... I hope im wrong about it....Addicts are human also and do make mistakes....We do have feelings!!

IM A GREENUP COUNTY DRUG COURT PARTICIPANT ACTIVELY IN PHASE THREE. MAYBE IM WRONG, BUT I DONT REMEMBER WHEN I PLED GUILTY TO A DIVERSION AND WAS PLACED IN DRUG COURT THAT JUDGE CONLEY SAID "OKAY JOSH, DRUG COURT IS GOING TO KEEP YOU CLEAN AND YOUR GONNA STAY SOBER.. LIFES GONNA BE GREAT.."
NO NO NO... DUMB ASS!.. HE SAID "GOOD LUCK.." MEANING IT WAS ON ME TO CHANGE. I HAD TO BE THE CHANGE IN ME THAT I WANTED TO SEE...
WHY IS IT YOU SEEM TO THINK DRUG COURT OR LET ME GUESS; A.A MEETINGS OR N.A MEETINGS ARE TO KEEP A PERSON SOBER... NOOOOOO SIR, DUMB ASS...
IT HAS BEEN MY PERSONAL EXPERIENCE, YOU KNOW THAT PERSONAL COURSE OF ACTION WHEN I GOT UP OFF MY ASS AND STARTED LOOKING INTO WHAT WAS TRULY GOING TO KEEP ME SOBER. AND GUESS WHAT?...IT WAS GOD!
SO HOW IS IT DRUG COURTS FAULT IF THE ONLY STATISTICAL SUCCESS FOR PERMANANT SOBRIETY TO BE RECOVERED WHICH IS 80% HAS NOTHING WHATSOEVER TO DO WITH DRUG COURT?
HOW IS IT DRUG COURTS FAULT IF SOME PEOPLE ARE INCAPABLE OF BEING HONEST?
DID YOU EVER THINK MAYBE THE ONES WHO GO BACK TO PRISON WERE'NT WILLING TO WORK A 12-STEP PROGRAM?
OR MAYBE NOT HONEST ENOUGH WITH THEMSELVES TO SUCCEED IN THE PROGRAM? OR OPEN-MINDED ENOUGH TO SEARCH OUT A HIGHER POWER.
BUT GUESS WHAT. I HAVE SOME GOOD NEWS. THESE ADDICTS/ALCOHOLICS THAT I CAN ALREADY TELL YOU CARE SO MUCH FOR, THAT ARE SO WILLING TO HELP WITH THEIR DISEASE OF ADDICTION WHICH IS KILLIN MORE PEOPLE THAN HIV,DIABETES OR CANCER, AREN'T DEAD.!
THEY'VE BEEN PLACED BACK INTO PRISON, SO THEY'RE NOT OUT ROBBING YOUR HOUSE,KILLING YOUR CHILDREN IN ACCIDENTS OR SELLING DRUGS TO THE COMMUNITY.
I'M SURE THE MOTHER OR FATHER WHO HAS LOST THEIR SON OR DAUGHTER & FOUND THEM WITH NEEDLES STICKING OUT OF THEIR ARMS, WISHED THERE WAS A JULIE ILHARDT, ANDY HARRIS OR JUDGE ROBERT CONLEY AROUND TO HELP SAVE THEIR KIDS LIFE. THANK GOD THEY PUT THEM BACK IN PRISON BEFORE THEY DO DIE.
OH & BY THE WAY I'VE HAD 3 SANCTIONS & I DONT THINK THERE'S A SINGLE PERSON SITTING ON A DRUG COURT STAFF OR THE CHIEF OF POLICE OF GREENUP COUNTY ANY OF THE LADIES OF THE CIRCUIT COURT CLERKS OFFICE, OR IN THE COMMUNITY THAT KNOW JOSH OWENS WILL TELL YOU, " YEA THAT MAN NEEDS TO BE IN PRISON."
BECAUSE I TOOK THE OPPERTUNITY TO CHANGE MY LIFE, MAKE MY OWN DECISIONS AND HOLD MYSELF ACCOUNTABLE FOR MY OWN RECOVERY.
DRUG COURT DOES FOR ME EXACTLY WHAT IT IS DESIGNED TO DO, TO GIVE ME HOPE AND A FUTURE IF I PERSONALY CHOOSE TO CHANGE FOR ME AND NOT ONLY BECAUSE I WAS "COURT ORDERED" TO CHANGE MY LIFESTYLE. I OWE ALL MY SUCCESS TO DRUG COURT BECAUSE NOBODY ELSE GAVE A DAMN ABOUT GIVING A SUFFERING ADDICT A SECOND CHANCE WHEN THEY FINALY HIT ROCK BOTTOM.

All anyone has to do is go sit in the First & Peoples Bank parking lot in Greenup for a few hours and you will see all the proof you need that the Drug Court numbers are inflated. Not all, but some of them deal on the sidewalk in front of that red brick building. Yes, drug court does get some off of drugs. But I feel it just make most of them smarter. They learn to sale to the weaker ones under them. Why use the stuff you are making a profit on. Come on... if 5% makes it I would really be shocked. Some on here that has defended Drug Court are telling the truth they don't use no more, but most do sale. How am I doing? Have I hit a nerve yet?

I like your attitude Josh...I can see your frustration that you have with this close-minded individuals. I honestly feel that who ever "fresh air" is probably a ex-client of "Drug Court, truth be known.. We have to over-look these type of people today. There is always people out here who always want to ridicule someone else for the sake of thinking they are doing something constructive.. We know they are trowing rocks at a glass house.. These people have no idea what we go through as an addict and what we have gone through in life. Yes, we brought it on ourselves..But it is how you pick up and go on with life today...We cant get credit for what we have done today. We just have people who look through a microscope at us today waiting for a mistake or a slip so to speak...Im proud of ya Josh..Keep up the good work and stay strong. Dont let these numb-nuts get you down or affect you...Stay sober, one day at a time....ttyl.....Oh, "fresh air" get a job and get a life and leave people alone....try that for size and see what you get out of that....

THANKS BILLY,, GOTTA TELL YA MAN.. I WAS REALLY INSPIRED WHEN YOU WALKED ACROSS THE STAGE AT DRUG COURT GRADUATION THIS YEAR.. NOT TO MENTION WHEN I FOUND OUT YOU WERE STILL INVOLVED WITH CARRYING A SOLUTION TO THE PROBLEM IT INSPIRED ME... I'M SO GLADE TO SEE A GRADUATE ON HERE STANDING UP FOR DRUG COURT.. WE NEED MORE PEOPLE LIKE YOU AROUND... IT STRIKES A NERVE WITH ME WHEN PEOPLE WHO COULDNT DO THE PROGRAM CRY AROUND ABOUT THEIR LACK OF WILLINGNESS AND HONESTY.. ALL I CAN DO IS PRAY FOR THIS INDIVIDUAL... AND I WILL DEFIENTLY DO WHAT THE BIG BOOK TELL'S ME TO DO WHICH IS LEARN TO LIVE LIFE ON LIFES TERMS ONE DAY AT A TIME... Why should people that actually need these pain meds do without just because weak willed individuals like yourself got hooked on them? You need a few more rounds of therapy. You are still as selfish as you have always been if you want seriously ill people to do with out pain meds just because you and people like you can't control their need for them.
