What constitutes SEVERE CHILD ABUSE?

It seems like according to Commissioner of Children Services they can not account for their SEVERE child abuse cases. It was on WJHL Channel 11 news last night. It showed 296 cases for 2010 and 696 cases for 2011. What changed;maybe, the DCS established New parenting rules and targeted grandparents raising grandchildren and if you spank a child today it is considered SEVERE CHILD ABUSE! CPS investigators commit perjury to get your children removed. Then why not document their delinquency in YOUR CARE with dates and TRUE VERIFICATION!
DCS CAN NOT ACCOUNT FOR THE CHILDREN!

Well, if you talk to the law about this, they will tell you "Severe" means taking care of your kid(s) or feeding them, buying them clothes, you know. Now that is the way they see it in the State of Tennessee, especially in Greeneville.
