There's more than 1 meaning to welfare, I think you picked the wrong one. I don't think the founding fathers meant for us to feed the deadbeat pill heads.

1. Health, happiness, and good fortune; well-being.
2.Financial or other aid provided, especially by the government, to people in need.

I would say depends on why you hungry. If you hungry because you a lazy deadbeat, then starve to death. Unless you are legitimately sick and can't do for yourself, we shouldn't give them anything.

Really it just holds the people back, if they know they don't have to do for themselves, they won't.
