Several reasons,,,, the first and main reason is that the Mayor made this decision based on what she has cited as a "pretem" decision which is incorrect. This type of decision legally requires board approval by the Mayor AND ALDERMAN. The Mayor's basis for a pro-tem decision would imply that the board was not available and the decision had to be made....... The commission of the Parks and Rec department was approved by resolution and can only be changed by amendment of the resolution,,,,,, not because the Mayor or the Recorder have a whim to do so.
The numbers cited as "savings" by the Mayor and the recorders office also are not logical..... how can you take 10 employees, move them to a different department, in some cases they have received increases in pay due to having to get a CDL license and say that it has saved over $100K a year? No one was let go and no one has received a decrease in pay.
Justin, if the citizens do not require that the Mayor and Alderman abide by the rules in the Greeneville City Charter,(available on line at the state), then why are we even wasting our time voting for aldermen? It would be obvious that the Mayor and the Recorder are making,, and have made,, many decisions without board approval........ there fore ignoring or silencing the voices of voters.......... we elected alderman to speak for tax payers...... everyone did not vote for the Mayor and the city recorder is in an appointed position.... which begs another question. The recorder is to be "re-appointed" every two years by the board of MAYOR AND ALDERMAN........ no alderman can ever remember having voted on this..... evidently this appointed position, also cited in the Greeneville City Charter ... is another requirement that does not have to be followed.
Doesn't it make you wonder why that we as taxpayers are required to abide by the laws but our local goverment does not?

The mayor can move workers around as needed to help out other departments. The Park workers are still park workers but are working along side the street department workers and the street department workers are working along side the park workers. The park workers have helped the street department workers every year past do projects together, this is a normal thing and required “no” vote. Sarah Webster is on the park board (as mentioned in the Greeneville Sun letters), The co working of the Park workers and Street department happened 15 months ago, who is this Buddie Hawk? Buddie Hawk was voted in around 3 months ago and is on different boards then Sarah, Hello is Sarah a dumb bunny? Can Buddie push her around; will Sarah let Buddie take her board away from her? The county Mayor over ride her (Sarah) decision to not bid out the Greeneville Greene County Land fill contract, should the county mayor take Sarah’s decisions away she makes on her land fill board? Buddie wants to vote the workers of the Parks moved back, in every Greeneville Sun story he asks “What happened 15 months ago! LOL. Can someone tell him something happened that caused the Parks department and the Street department to agree to group their workers together?
Sarah is losing ground fast and doesn’t know it! If she doesn’t step back and look at what has happened to her control the last month she might end up looking like an idiot out of control with every move counter changed by men (county mayor and Buddie).
Just a few years back the Parks and Rec, director was removed for the same actions the present director is doing.
$100,000.00 in savings and it has nothing much to do with payroll, what do you think is going on if it isn’t payroll? A lot more than that , the mayor is too smart to claim it and not have proof so yes it isn’t about “just payroll” there has to be a lot more going on here. Most of the paper work is in the hands of the aldermen as stated in the Greeneville Sun, I hope Buddie pushes the issue so a meeting will be announced and “the papers” mentioned will get printed in the Greeneville Sun, Then we will see why Sarah has been so quite about the Park workers working at the street department. Buddie wants someone to succeed Sarah in the next election which is probably another business partner just like W. T. Daniels. Wake up Sarah smell the election!LOL. Maybe Buddie and the County Mayor is right and we need Sarah’s decisions all changed and maybe we need to elect someone new!

Mayor King is trying to do things the legal way. Obviously you think that it's not the right way. Are you a lawyer? Are you the Mayor? I guess you should have ran, huh? She is not going to do things the "good ole boy" way like Mayor Bryan.
Mayor King has the best interest of this town at hear, NOT HER WALLET.

Have you asked Mayor King about her stradegy? I guess not. Do you have an accounting background? I guess not!!!

The money is saved because the parks boys are actually having to do work now. And gas is not being stolen from the parks pump. And since the director of parks knows he's being watched, he closed down the only thing he had left which is concession stands. When someone finally lets out the numbers on concessions the public should call for his head. This guy has managed to lose tens of thousands of dollars on food. Over the last five years he has spent $40k+ each year on food. What would you expect is a decent return? Above 100%? The most he has made was $5k!!! WHAT?!! That particular year he spent $65k and only made $5k!! Outrageous is not even close to being a strong enough word. Twice he managed to lose $10k!! You can make $1k on a case of nachos. Where is the money going? Then you can check on budget. The money the director has requested for capital expenses (Equipment, building repairs, etc) has been repeatedly moved to cover over time for workers that are not actually working very hard. So what is the difference now? They have a better boss.

Buddy Hawk doesn't know what he is doing. Go to a few meetings and you'll quickly learn this. All he want's is "put those boys back". Why? Because he doesn't like the mayor. When it came up for a vote and Alderman Paxton noted the money saving both Buddy and Daniels removed their motions.

Btw, when was the last time you read something about Paxton in the paper? Look into who Amy Rose is married to and you might find something interesting. I'm not going to give all the answers. I'm putting this out there for all the apathetic voters to look into for themselves. I bet you won't. 12,000 registered voters in Greeneville and how many voted in the last election? Way less than the number of people sitting around complaining I guarantee you. Pathetic.

Oh yeah. The numbers I am talking about are available to the public. All one has to do is go to City hall and ask for them. Don't wait for the biased Greeneville Sun to publish them. Go get them! They are our numbers not some secret. You could even ask for the payroll numbers and find out what every city employee makes. If it is paid for by public funds any citizen can see the numbers. Jim Warner CANNOT deny you this information. If he tries he is in breach of the law.

Maybe you should read more closely. We aren't giving public works grief. We ARE giving Parks and Rec grief.

I looked into the men to see why some of the men moved to the street department were fired. > They were on drugs while working at the Rec. department, one even went as far as to wreck 2 of Greeneville's trucks.
I looked at some of the savings listed in the letters. Food costs were half and profits were double, this is theft and it is obvious.

We better get our asses to the next meeting or we are going to end up paying for this crap with higher land taxes. There isn't enough money left in the general fund to go through another year with these kinds of thefts. GO TO THE NEXT MEETING!

I can not believe the recent news article were an Alderman challenged the Mayor's plan for the maintenance of town property. The Mayor's plan presented factual information showing taxpayers where savings were realized during the past year. Alderman Webster is requesting a vote. A vote on what? A vote to return the men back to the Parks and Recreation Department to continue the past miss use of taxpayer's time and money? Also why, would there be support from Alderman Webster, Daniels, and Hawk to support the Rec Deparment's questionable miss use of resources? The Mayor's findings show significant tax savings with the transfer of supervision. What is the justification to return these men to the Rec Department's supervision?

Precisely what is Alderman Webster calling for a vote to be taken on? Is this action not total disregard of the heavy burden Greeneville taxpayers already carry for recreation? A successful Chief Executive Officer must have the authority to manage their organization. Why would the legislative board of this town attempt to usurp the executive branch by mico/counter managing the CEO? I believe a primer course in political science is in order. Our elected officials should learn their roles-- to work together and start putting service to Greeneville's citizens first.

Do not waste our hard earned money by moving these employees back to a supervisor that squanders time and money. Stop this misuse of our public money. Who would you put in charge of your business?

Butch has closed most of his concession stands this year any how so why play ball if you can't get something to eat. I have to get my kids there early and they are hungry. I can not leave my kids at the games alone while I go get food. This Butch is a bad planner. The games will be played even if a idipt opened the doors of the buildings so what is the big deal with not having food to sell?
