Who keeps the mayor in check? Who keeps the board of alderman in check? Can someone please advise how laws get proposed and passed in city government, and whether decisions may be overturned in the Courts? If they can be overturned, based on what body of laws? It appears that MTAS seems to have something to do with it?

Does the city bank with green bank. That wouldn't be good with mayors board and others stocks

MTAS is a University of Tennessee bunch that is slowly taking over all the small towns in this area. There is not a one of them that can take a dump without MTAS approving it. Read the accounts of meetings in almost every small town (such as Baileyton)and you will see what I am talking about.
