Greene County Financial Report Released

The state Division of Local Government Audit released the annual financial report for Greene County on Monday, for the fiscal year ended June 30, 2012.

In the report, the auditors found that the School Department violated the conflict of interest statute by making purchases from a business owned by a county commissioner.

The report said that expenditures of $28,350 for contracted construction work on the Chuckey-Doak Field House to a business owned by county commissioner Tim White violated the state conflict of interest statute.

The audit stated that county officials should review the payments and resolve the conflict of interest. In December, the Greene County Commission voted to not pursue a conflict of interest violation against White in the matter.

In the report, county school administration said that the language of the conflict of interest statutes are vague, and that there are very few reliable ways that a School Department can check every contract for a conflict of interest.

The audit also questioned the investment of county funds that were not permitted by state statute. A total of nearly $74,000 was invested in mutual funds, and nearly $271,000 was invested in bonds rated below the "A" minimum. Both investments were in violation of state statute, but those investments were subsequently liquidated in September.

The Insurance Committee was also cited for failure to keep adequate minutes of its meetings, as the auditors were unable to find the authorizations of the investments in question. The Trustee's Office was also asked to monitor investment activity to ensure compliance.

It was recommended that Greene County establish a central system of accounting, budgeting, and purchasing to improve internal controls. It was also recommended that an Audit Committee be established to assist the County Commission by providing independent and objective reviews of the financial reporting process, internal controls and the audit function.

There were comments made on here a few months back saying that the people who voted that a conflict existed didn't know what they were talking about.

Mayor Broyles tried to hold the person accountable, but the other commissioners blocked him every step of the way. Said there was no conflict and Alan was just out to get Tim White.

Well here you have it folks. The state auditors found there was indeed a conflict of interest and deducted points from the county. It's embarrassing for our county but not unexpected. You rep what you sew.
