Does everyone pay the same amount per KWH? Do you pay less for the more you use or is it just different every month?

This month I was charged .091 per KWH, is this what you was charged? Anyone?

I think that you are charged more than .091 if you have a low usage, and you pay less per kwh past a certain usage. It is graduated downward. I believe that commercial pays a higher rate than residential, at the same usage level.
