It depends. Graysburg Hills has 27 holes, and is a fun course in good condition, and challenging enough for a better player from the back tees, but not so punishing to make it not fun for the average golfer. The greens have a lot of slope in various spots, making local knowledge helpful.
Link Hills is a private club not open to the public, but a good solid course, mostly fairly wide fairways and flat greens, except for fairways the 8th, 9th, and 13th holes. The original nine was built in the mid 50's and is a Robert Trent Jones design , and was built without fairway watering in mind. Those holes were open in the front to allow run up shots into the green when it was dry. The traps were placed more to the sides of the green, so you don't have to carry them. The other nine was built in the mid 60's, and is a bit different. The first 4 holes are the same as they were originally, and some of the old front 9 is now on the back.
Nolichuckey View, formerly River Trace, is fairly short, usually in good condition, but a hard test for a high handicapper, senior, or lady, partially due to tee shot carries to the fairways. If you walk, it is very hilly. The greens are small, fairways fairly tight on several holes. A good player can shoot a low score, especially on the back nine, but a bad one can shoot a million on the front. A decent player, who sprays it, can also shoot a fairly hefty number on the front.
The others are Twin Creeks, Andrew Johnson, Baileyton, and Kinser Park. They may be fun to play, but they are not in the league with the others if you are asking about the best course.
