Is there not a way to increase or synthecate O3 in the atmosphere to duplicate ozone and decrease green house effects thereby reducing UV penetration into the atmosphere? This would reduce Ozone reduction zones and increase sensitive areas of affected green house target zones. It seems as if the synthecation of O3 into the atmosphere should not be that tremendous of a problem to replicate to help reduce UV penetration into the atmosphere.
