LOL, California has at least 10,000 sex offenders that haven't registered and are whereabouts unknown. The feds aren't keeping illegals out of the country, and the city of Green Bay is ordinancing something they can't manage...LOL.
If the people of the city want something, they should have to dig in their pockets and pay, why not create a system of monetary rewards for the sex offenders in order to pay for their compliance?
