I have always disagreed with former Gov. Engler's decision to desogmte HAL as a separate agency. It used to be "administered" under the umbrella of Secretary of State. Reduce its ranking as an agency entity and merge it back into where it lived previously--at least for an interim. Implementing such mihg reduce State of Michigan operations costs.
