Whatever happened to the "3 strikes yer out" law for felony convictions! This "man" has been a criminal since he was 13 yrs old, at least. He has been in jail most of his life and continues to commit crimes. Why do they not keep him behind bars, so that honest people can live without fear? unFORTUNATELY, no parent of one of his victims has yet killed this antisocial monster~
