At least Susana Martinez is giving money back to failing schools who didn't live up to the silly funding race. How about teaching kids how to learn so they can learn the topics lectured to them, rather than force-feeding them facts so they can pass an exam to make their school look sexy for government funding.
These failing schools (as well as schools across the nation) should look at Finland's educational system and use some of their elements into this current rubbish system.
Also, have public schools be state funded rather than federal funded.

The funding does not make the school, but makes sense that he who pays calls the tune. Look at the whole system. Politically correct. All theories. We are losing the race educationally on the international front. Schools used to be local. Now they are government schools. And please, the word "Change" sounds like a Chinese curse.
