This is true, but the definition of "act badly" needs to be defined in a fair way as it applies to all citizens, and entire groups should NEVER suffer and be isolated for the sins of a few.

For instance "getting married" is considered a good thing when single heterosexual unrelated consenting adults engage in it, but is considered "acting badly" by some, when engaged in by single gay unrelated consenting adults.
