They're talking about the benchmark plan -- the 2nd-lowest-cost in the silver tier. This benchmark plan is used to calculate the tax credit subsidy which in turn can be applied to reduce the premiums of ANY of the plans in the marketplace.

four different types of plans ofered through the
marketplace in their state: bronze, silver, gold
and platinum.

To calculate the premium tax credit, the
