We never tried this strategy before, here we go:
Let me be clear: We must get beyond the political talking point that engaging North Korea is somehow “rewarding bad behavior.” It is not. We will set the time and place and we will negotiate in good faith. Talks will be based on our national security interests and those of our allies.

Kerry is offering aid in money and food just for them to come to the table. If Korea comes to the table and then does the same thing in the future. Who's fault will it be?

Send no aid...... Tell the Chinese they are solely responsible for the actions of the North Koreans. China gets to feed NOKO from here on....

Fine! If we will not stop giving money to everybody and take care of our own. I suggest the United States come out with a public statement to the world. It would be something like this. Because of our economy and uncooperative neighbors the United States has decided to cut in half all foreign aid and money for the next five years. We will then analyze the affairs of the world and decide how to move forward.

Kerry and Obama are both baffoons. Some might even say they blow but I would have too much respect for the office to say that.

How come nobody wanted to answer this question?
"Kerry is offering aid in money and food just for them to come to the table. If Korea comes to the table and then does the same thing in the future. Who's fault will it be?"
I think that is a valid question. This approach has been tried many times over and over again with many countries and has the same results every time.

Yet again we have another incompetent administration.
