What's with all the Larvae?

I've worked on Grand Island for over 7 years and have never seen these before. Fat gray larvae all over everywhere in Grand Island. I know in 2007 they introduced the galerucella beetle to combat the Loosestrife plant problem, but those larvae are orange and black in color. So what are these things and why all of a sudden are they here?
