unlicensed vehicle

I'm currently involved with the town legal folks who are criminally citing me for having my VW camping van parked in my driveway because it is unlicensed. They say it has to be garaged but it is 2" too high to fit in my garage. So they are calling it an abandoned vehicle and telling me I either have to move it or pay the insurance to license it. I've owned this vehicle for 25 years and hope to take it on another cross country trip when I am able, but don't understand the town's need to have me pay insurance I don't need in the meantime. I understand the town's desire to be able to enforce removal of junky, eyesore type abandoned vehicles but my van is not one and my property is not unsightly. I live at the end of a short dead end street. I really cannot understand what public good is being served by the town's action in this matter. Has anyone else had a similar experience?
