This is an outrageous use of taxpayer dollars. How about monitoring the people who litter our beaches and lakes? or those who let their kids run and scream unattended and disrupt our peace and quiet? or those who drink and display obnoxious behavior? If you're going to "patrol" the parks and beaches spend our money wisely. The irresponsible dog owners are few and far between. What a waste of money not to mention the communist environment you're creating.
