Granby Town Manager Bill Smith

The Selectman of Granby have cleared the Town Manager Bill Smith of using his position to get a C/O for an addition he put on his old home at 19 Granville Rd. Smith submitted the drawings, pulled the permits listing himself as the contractor and was also the supervisor of the Building Inspector.
The building was built larger than the submitted drawing and with small lumber than was listed on the permits. The building was never built to code and needs to be replaced. Smith said to the Selectmen that he remembers plan changes that cannot be found at the town and claims a subcontractor Richard Degarmo did the work and the Town Building inspector signed the C/O. The Selectmen agree the building is not to code but they cannot determine why errors occurred. They do not believe Bill used his position to get the C/O.
Was the Building Inspector always this sloppy? Why is paper work missing? Does this happen often? or just for Town Manager's?
