sorry just another Open Meetings Act violation n anothr display of ignorance of the law. the meeting should have been adjourned and reset with the required 72 hour notice according to atty.

Another violation. Open Meetings Act requires those on council to only discuss items on the agenda. What the Council doesnt realize, THEY are the only ones who can jeopardize the Act, not any citizen speaking on nonagenda items.
As for the "parameters" of citizens comments, none of the council members are qualified to set parameters. All they needed to do was to contact the TX Municipal League and they would give them CLEAR advice on how to handle open mic issues. All the Mayor has to do is sit there for the three minutes that someone speaks and not say a word. He set the pace of these meetings long ago, and if he finds that a speaker is indeed uttering "fighting words" as defined by TML, then he may ask the speaker be removed, but removal opens the city up for litigation and TML is strongly opposed to removal of anyone from meetings. NO statements will be disallowed on content and no one will be disallowed because of repetition. If they didnt want to HEAR the public, then WHY would they be sitting in those seats with no pay? because they are public servants?
we wont even mention Roberts Rules. but yes Roberts Rules of Order were to be followed at every meeting before the brilliant ones decided Rosenbergs (a liberal from CA wrote)would give them an out on past meetings. They wont be able to follow Rosenbergs, they wont be taught because even if they would take instruction, who the hell in TX uses Rosenbergs to teach them? EVER other successful corp, including incorporated cities, uses Roberts Rules.
This is public information. NONE of the councilmen know how to hold a meeting, they dont know any of the laws that govern our state or city yet they pass laws and ordinances and make huge changes and spend your money with no education. The most insane part of this lack of education is that this education was free to them all these years through the TX Municipal League and not one has taken the required coursework to be certified, NONE!
Why? Will someone, anyone, tell us WHY?
