True - in principle. If the spinoff is just for show, however, allowing profits to continue to go upwards to Entergy while allowing Entergy to separate itself from the front company when the decom bills come due, that's a form of fraud, legal or otherwise.

Duh! The deal is that we're paying for decommissioning now through our electricity bills. If ENVY takes that money and then disappears behind a shell company when it's time to clean up, that's a ripoff - legal or otherwise.

Where do you live? They sound every month at a given hour. If they sounded at some other time (and people paid attention), that's when you'd expect the confusion.
