The licensing process for a bar in NYS involves a multi-tiered, lengthy and thorough process of background checks. There are three primary focuses of the typical investigation: the applicant and his or her business associates (principals); ; the location (premises); and current income streams (finances). If you fail one, you're done.

NYS investigates the applicant. I think that needs no great amount of explanation.

NYS investigates the location. Lots of issues can affect the outcome of this. One of those issues is past license suspensions or revocations. If the liquor license for a particular location was revoked for cause, this revocation can remain with the property, even after sales, and have an impact on any new owner. If the Palms had their license revoked for cause, then it's possible that the "premises" has an issue.

NYS investigates the source(s) of revenue of the new owner(s), not just the applicant. One of the reasons they do this is to make sure that the new owner isn't simply a front for another, unqualified individual or group of individuals. This is much more common than you'd think.

You need citations? Visit the SLA website or talk to an attorney who's worked with them on behalf of a client.

As far as my opinions of both Scooter and Mike P., they are mine alone, and no citations are necessary.

Suffice to say, I'd be extremely surprised to see the Palms up and running again any time soon.

It was starting to get cleaned up when that his guy was the bouncer. He may not have been the toughest on there but I seen him hold his own a few times. He did things the right way. Didn't try to fight with the people. He tried to talk them out first then removed them if the didn't cooperate. If this scooter buys the place he should hire that guy again. He saved my ass once.

there was never a guy bouncer..lol That was the womans husband because she wasnt allowed there to work without him babysitting her then another girl did it...you apparently know nothing!!

please point me to the section of the SLA that suggests that a past owner is the purchasers burden. you very faintly suggest to me that you may be involved in, or know some of the the law enforcement of this community, and i would like to know the truth of the law for myself, if you could so help me with this. because, after all, if the law enforcement of the community is so strongly against it, i can foresee it being denied.

The juicebar got closed down cause people where sleeping with the kids and alcoholic beverages they were giving it out like it was candy and yes scooter took it over and mike is going to be the bartender and they wont be letting kids in their and their expanding the dancefloor!!!!

Palms does need to either be bull dozed or be ran by a diff owner who follows the laws n don't allow under aged drinking and dope deals to happen in the place and Omfg remove the gd stripper poles.... That's sooo tacky!!!!

FYI There are no fights at the VFW every week-end but they do have them at the American Legion so first get your facts and places straight. Weir does not come to the VFW as he was barred a long time ago and Brown was attacked by Phippins outside who is now barred from the VFW. If you are not a patron of the VFW and apparently you are not or you would know that it is not "old" people, drunks and fighters that go there. Just keep going to the American Legion and you will be in the place you obviously are talking about and maybe you will remember where you are
