Building a deck in Briarcliffe

I am in Briarcliffe and I am having a deck built.
There are cables in the way of where the deck is being built and the contractor says to call Comcast to move the cables so he can build.
I have been trying for two days to get someone out, until finally I'm told my ticket has been closed because I am not a Comcast customer and if I want the cables moved off of my house I have to walk to the Comcast local office and speak to them (since I'm told they do not have a phone number).
Can comcast do this? It's my house and I don't even subscribe to their service.
Has anyone dealt with this before when doing construction on their property? How was it handled?
