West Covina Voting Districts Committee Fined by FPPC

FPPC fines West Covina's Measure D political committee

WEST COVINA - The Fair Political Practices Commission on Friday leveled a $6,000 fine against the treasurer of a committee that supported splitting the city into five voting districts.

Concerned Citizens for a Better West Covina is accused of failing to report a $2,285.81 expenditure and failing to identify itself on mass mailers sent out before the November 2009 Measure D election.

"I'm not a bookkeeper whatsoever and I made mistakes," said Dana Sykes, who was treasurer for the group. "They found I didn't know what I was doing basically and I'm being fined for my mistakes. Since I'm the treasurer, I'm getting fined."

Sykes's group formed to support the passage of Measure D, which would have split the city into five City Council districts.

According to the FPPC's agenda, the committee "failed to properly identify itself as a primarily formed committee on mass mailings it sent out in support of Measure D before the November 2009 election."

Some of the mailers featured a picture of Councilman Roger Hernandez superimposed over a chalk board. Hernandez, an adjunct teacher at a junior college, supported Measure D.

The committee "also made three late independent expenditures that were not properly reported," according to the FPPC.

Resident Lloyd Johnson, who filed complaints with the FPPC and the District Attorney's Office, called the committee "shady."

"To this day we still don't know where most of themoney came from," he said. "They failed to report the money like they were supposed to on time."

Sykes's husband, Fred Sykes, unsuccessfully ran for City Council in the same election. He supported Measure D.

Dana Sykes, who described herself as a housewife, said she volunteered to take on the duties of treasurer because she was passionate about the issue and felt residents needed better representation.

Mark SMITH, from Glendora talked in length about districting in West Covina. Councilman Mike Touhey asked SMITH if he goes by any other name or an alias? SMITH actually refused to answer and wanted to know why the councilman was asking. Touhey felt he may have used another name and tried do the same thing in Glendora (districting). Touhey suggested a name and SMITH only stated,"Thank you" for thinking he was that person.

However, he never confirmed he was in fact really Mark SMITH. Calls to a number of people in Glendora that often attend council meetings or have interest in the city were asked if they could identify a Mark SMITH from their city. The description of being grubby and dirty looking and like he could be homeless with long hair in a pony tale and close to 50 years old fit the man (Mark SMITH) who spoke at the council meeting.He also identifies himself as Mark SMITH at Glendora Council meetings.

New slacker from Thousand Oaks, promised "they" would never post on this forum again! Another lie!

Sounds like a city council man from Glendora California Douglas Tessitor - promised to present an apology for his actions August 24, 2010 at a Glendora City Council meeting, never happened.

Infact this same council man has in the past done a lot worse! As did his felow city council members!

Perhaps someone who could articulate in an intelligent way would be a better choice then Mark Smith who seems full of hate and who has trouble communicating anything but vitriol and divisiveness.
