Yes, these city do protect their senior citizens, from political fall out like Mrs. Green from Glendora California 91741 91740 felt when it's city council fed her to the dogs and had Anchor Pacifica kick her out of her senior citizens apartment, on 1000 S. Glendora ave. Glendora California 91740.

Glendora - The attorney for the management company that manages 157-unit Geleris Senior Community/Heritage Oaks Apartments persuaded a civil jury in West Covina Superior Court last week (August) that it had properly evicted a disabled, senior resident without a reason.

Sharon Green, 69, had lived at the complex since 2007 and recieved a Redevelopment Agency Subsidy for a portion of her rent.

Now she will have to move out and is facing homelessness, unless the Court issues a waiver of forfeiture in response to her hardship claim allowing her to stay. Ms Green lived in one of the 47 low and very-low income apartments the City and Redevelopment Agency claims for credit towards it's affordable housing allocation.

The Heritage Oaks Complex was built per agreement between Glendora's Community Redevelopment Agency and Andover / Glendora Associates, Anchor Pacifica Group. In turn Anchor Pacifica contracts with it's own company, Anchor pacifica Management Company, on site management for the complex.

Face it Mark and Sharon, the jury (which is what you wanted Sharon) didn't buy your phony disabled act. Neither did Heritage Oak mgmt.

Last October 2009, management gave Ms. Green a 90-Day Notice to Quit. The notice gave no reason or explaination for Ms. Green's eviction. As Ms. Green has always paid her rent, and received no notices to correct any violation of the lease. Ms. Green and her lawyers knew there was another reason management wanted her out.

They challenged the eviction as retaliation for Ms. Green's exercise of protected rights of free speech, right to petition her government, and freedom of association. Ms. Green had been actively involved in seeking traffic safety improvements in the neighborhood around Heritage Oaks after she and other senior residents had accidents as they entered or left the property.

Sharon Green tried to make it a case of retaliation but the jury saw through this scam and questioned her mental status.

Just like all glendorans do every time she speaks at a city council meeting.

Ms. Green also lobbied city officials to maintain the Redevelopment Agency rent subsidies and to apply for federal funds for other subsidies to help other low-income renters like herself.

Ms Green's attorney, Andrew Radel of Sherman Oaks, told jurors there was a pattern of retaliatory evictions at Heritage Oaks. Sharon Green wasn't the first, or only, activists to be evicted by the management, Anchor Pacifica Management Company's relationship with some of the tenants at Heritage Oaks has been stormy, since 2003.

I guess a "jury of her peers" didnít believe her act did they Mark.

Don't blame this on the City of Glendora, or Heritage Oak management, blame this on her own actions.

As was posted here a long time ago, the smell of cat urine and marijuana coming from her apt unit was enough to knock you over.

Anchor Pacifica Management Company's relationship with some of the tenants at Heritage Oaks has been stormy, since at least 2003, when dozens of tenants complaints regarding the rents, access to the promised amenities at the complex, and intimidation by the on-site staff finally reveived City Council/Redevelopment Agency attention.

In fact, as early as 1999, Gary Napper, City Manager and Executive Director of Community Redevelopment Agency wrote the President of Anchor Pacifica Group that the management company needed to immeditely deal with the escalating number of complaints from senior tenants, living at Heritage Oaks.

Even though the agreements between the developer and the Redevelopment Agency provided for rental assistance by the Agency for low and very low income seniors, the Agency had benn reluctant to offer this assistance.

In 2004, then-tentant at Heritage Oaks, Bertha Chacon, led the effort to obtain subsidies for 47 units the Agency was contractually required to keep affordable. She was assisted by Glendora resident Sarah Flores.

Ms. Flores who tesitified at Ms. Green's trial, knew a thing or two about resolving complaints, as she had worked for decades for L.A. County Supervisors handling constituents issues. Ms. Flores helped Ms. Chacon and other tenants forced the Agency into mediation on various tenant problems.

Finally, in 2004 the City/Agency approved a new policy regarding the subsidies, and agreed to make a decision on Agency subsides annually as part of the budget.

The Agency has provided subsidies since. However recently the Agency again changed their policy and now say the Agency plans to eliminate the subsidies, and the Agency will not renew subsidies as vacancies occur.

Management's Attorney, Bruce Mcintosh, made it clear in his pre-trial hearing questioning of city staff that the vacancies can occur through eviction.

Ms Green's attorney argued that was the motivaton behind Ms. Green's eviction, to retaliate against her for urging the City Council of Glendora and Agency to continue the subsidies.

Her eviction does indeed create a vacancy, which relieves the Agency of paying a subsidy for any new tenant in Ms. Green's affordable unit at Heritage Oaks seniors citizens apartments.

Sharon Green expressed her sadness after hearing the jury's verdict. "There are supposed to be 47 low and very-low income units at Heritage Oaks,
Right now there are only about 37 left," Green said.

Ms. Green explained that sometimes when tenants get a 90-day Notice to Quit, they just move, and do not challenge the right of management to evict for no reason.

"Many people don't want an eviction on their credit report, or maybe they just don't have the strength for a court fight, so they quietly move on."

Ms. Green said she is tired, but determined to keep working for affordable housing. Her biggest concern now, she says, is for the remaining residents, who don't know how they will be affected by the current negotiations to change the whole agreement for Heritage Oaks complex.

Ms. Green is referring to statements by Glendora Redevelopment Agency Director Jeff Kugel, prior to and during her trial, that the City has been in negotiations with Anchor Pacifica for nearly a year to "restructure the entire agreement" on Heritage Oaks.

Glendora Redevelopment Director Jeff Kugel will not divulge whether the plan is to privatize the complex in exchange for new construction of affordable units elsewhere in the community, or whether the Agency plans to sell the land, orginally donated to the City by Dr. Geleris, to Anchor Pacifica.

Anchor made an offer to buy the land in 2005 for $2 Million dollars in cash.
