any number of ppl present that day could be charged with being liable or culpable.. with the right big city attorney of course..

while an obstacle course and a fun mud run may not require much in the way of supervision or safety standards, where as when you open up your quarry to the general public, have no capacity limit, have no clear markers designating depths, cloud the water visibility, serve and encourage alcohol consumption, provide no life vests, and have no life guards or seeming supervision in place.... well ya may have just also opened up a Pandora's Box!
Please for everyone's safe and mainly for the sake of the children just trying to cool off on a hot summer day, revisit your policies and protocols, look inward, an internal thing, Look for the point in time where the greatly oiled machine that would be business and capitalism, deregulation and personal responsibility meandered through the extremely large crowd that day taking with it your hard earned $$$$, a dollar for this, a dollar for that, here a dollar, there a dollar, oink, oink, oink, it morphed into something much more sinister than it's usual self.... you see last Friday not only did it take your dollars, that day it took with it the hopes and innocence of a sweet little boy that had only come to cool off and celebrate his birthday! A birthday that he would ultimately not celebrate.And revisit the point in time when...time ran out for Noah Cook. AND SEE WHAT, WHERE, WHEN, AND HOW YOU COULD HAVE INTERVENED.
Culpable can be used when looking for the root of the problem!
