So why do Chipper Lanes and Safeway have to suffer because of one incompetent employee? Sort of like Frank Lancaster screwing up the works for The Pro Challenge and the town residents and businesses paying the price.

Jake you have a great question but the license is in the name of the business not the employee who made the sale. It is the job of the license holder to ensure all employees are trained and following procedures. When law enforcement uses an underage buyer they will make an excuse about why they don't have an ID if asked (usually that it's in the car) and leave the store, the sale usually goes through and the business gets in trouble because the employee, who should know better, fails to request proper ID and just rings the sale.
As a result it's the holder of the license who is ultimately responsible for the failure of the employee.
