can someone plz explain to me in simple terms what it was that LaDonna Rogers did and when? I have never understood that story.

The Glasgow School District is apparently again facing an investigation by the Office of Education Accountability, an arm of the legislature created to monitor compliance with governance provisions of the 1990 Kentucky Education Reform Act..

The investigation was confirmed Wednesday by Joe Brothers, chairman of the Kentucky Board of Education, and Education Commissioner Dr. Terry Holliday though neither could say what OEA might be investigating only a months after an earlier investigation into the district’s hiring procedures.

“I understood our attorney, Kevin Brown, checked with OEA and they said there was a subsequent investigation that was ongoing,” Holliday said during a break in Wednesday’s KBE meeting in Frankfort.“I have not seen the final report. But when we have the final report, we’ll proceed with whatever the recommendation is.”

Earlier this year OEA investigated charges that the superintendent and board members were interfering with personnel decisions, something barred by Kentucky’s education laws. The only hiring decision boards make under Kentucky’s education reform act of 1990 is the superintendent and board attorney.

Principals are hired by site based councils and principals then hire other staff in their individual school, subject to position allocations provided in the budget established by the board.

OEA’s report on its first investigation concluded Superintendent Kathy Goff and the entire board should undergo additional training on personnel laws.

Additionally, the report alleged board member Ladonna Rogers may have violated her oath of office by interfering with hiring decisions and forwarded that report to the Kentucky Board of Education which determined no further action was required.

Kevin Noland, then the interim education commissioner, and the Kentucky Education Department general counsel, Kevin Brown, determined “there is insufficient clear evidence of a significant violation,” according to a report in the Glasgow Daily Times published on Aug. 27. That meant Rogers faced no additional penalty.

The paper reported that determination was based on affidavits by Glasgow Board Chairman Jerry Ream, Director of Pupil Personnel Randy Wilkinson and Glasgow High Principal Kelly Bell.

But when Brothers was asked during a break in Wednesday’s state board meeting if the matter was concluded he said he understands OEA is again investigating the district.

Holliday said the second investigation began after Noland left his job with KDE to accept a position with the University of Louisville. He could not say what OEA might be investigating.

Marcia Seiler, OEA director, did not return calls to her office seeking comment.

Ream, the Glasgow board chairman, was surprised to learn a second OEA investigation might be underway.

“I don’t have a clue – it’s news to me,” Ream said.“I thought we had that behind us.”

Ream said the board and Goff have completed the additional training called for by OEA in its first report. But he said he knew of no additional complaints to OEA or any investigation by OEA.

Glasgow Schools are on fall break this week and messages left on the voicemail system for Goff at the central office weren’t returned Wednesday afternoon and she did not answer an email to her personal email address.

well news for dummies here one for you. the way the paper read your ladonna rogers or rather how i interpeded it tried to bull over members to vote like she wanted them to so what is your opinion. the way it sounds to me ladonna rogers is trying to run it her way or no way.

...and by her bulling over them as you say...what does that mean? i really dont understand any of this...what exactly is she anyway? is she the wife of the rogers law office? what did she do to bully someone and over what?

Read the article again. A lot of clues for you. Kevin Noland "interim" education commissioner. "insufficient evidence" due to affidavits from Randy Wilkinson, Kelly Bell, Jerry Ream. Any of these names ring a "bell"??? Ream's comment, "i don't have a clue." The newspaper really needs to do ALL of the homework on this one. It promises to be VERY INTERESTING.

That really doesnt help when I have no clue who these people are or what their job is....i guess it's really none of my business anyway....just being nosy.

Rogers is a school board member....Goff the Super, Bell the Princ. and Ream the Chair.

The issue was over the hiring of a football coach, the Princ. has the right to hire who the committee recommends, or can hire someone else if she so chooses. She submitted a name to be hired, to the Super. The super then started conducting interviews herself and did not want to hire the person the princ. submitted. That's where the infraction came in, and why the Super was sited for needed more personnel law training. Rogers - a board member was not happy that super was blocking the hiree that the committee and princ. had recommended, and being the voice that she is.... she let that be known to the super. and others. Hence why the "board" as a whole was sited as needing more personnel law training. None should have really been involved. It was up to the princ. and the committee she put together to do the vetting process....end of story. To many people stepped on to many toes, it's old news, if there is a new investigation, it's only because the commissioner was an "interim" commissioner and the new one is probably just following up to make sure it's really a done deal!

So Goff the superintendent was the one who tarnished the whole hiring process?(I don't have kids in the school system and haven't followed this story very well.)

If you will listen up, the hiring of the football coach is a closed issue with the OEA, which means they are investigating ANOTHER incident. And one can only dodge so many bullets. The Daily Times needs to do a thorough investigation on this.

Goff can't take the blame alone, although she went out on a limb trying to interview and hire someone on her own, there were several at fault in that whole ordeal.

You are correct; this is another issue not relating to the football hire. If Goff had truly not wanted the original choice, all she had to do was not send his name to the Principal/SBDM. It is solely up to her which names get submitted for a particular teaching/coaching position.

OEA and KDE knows what is going on in the system, and won't let this go until something major is done. It's only a matter of time, in my opinion.

from the article, it sounds like these are new or different allegations. it sounds like this board member has been doing things for a long time - long before Goff came. I think u may be right that Frankfort knows what's going on and this time they won't let it be dismissed by any so called favor.

David Williams weight won't pull this new investigation down again. The new guy will mean business and Ladonna will be asked to remove herself from the board. A decision that should have been made the first go around

This is the most important part of the article. Ed. Comm. Holliday confirms that when the final OEA report is produced, this time they will proceed and follow the recommendation.
